<br />Sites Evaluation
<br />To help guide the site selection, staff has completed the scoring of each site based on the site
<br />selection criteria approved by City Council. The scoring is included in Exhibit A. As was the case
<br />with the prior Housing Element sites evaluation, the criteria are scored by answering "Yes" or
<br />"No" for each question. One point is awarded for each "Yes" answer, with the projects with the
<br />most points ranked highest.
<br />As previously discussed, the sites criteria is intended to provide a screening level evaluation of
<br />the sites, based to the extent possible on objectively measurable criteria. Staff was generally
<br />able to evaluate consistency with the criteria by using existing mapping and data within the City's
<br />GIS database; in some limited cases (e.g. tree removal), more qualitative evaluation was
<br />necessary.
<br />Scores in the ranking ranged from a minimum of 14 points, to a maximum of 26 points (out of a
<br />total of 34 points available). Of note, many sites had "tied" scores, and the majority scored over
<br />20 points. The following summarizes the scores and ranking:

<br />Blvd Area, Site #25: Mission Plaza), as well as the two church sites (Site #14: St. Elizabeth
<br />Seton, and Site #26: St. Augustine), scored 24 or 25 points.
