The other three Council seats might represent geographical districts other than Downtown (or parts of it). Even assuming good intentions all around, that could create uncomfortable situations where a particular area of town sees its two directly elected Council representatives overruled by the other three districts. Under certain circumstances, creating simple voting districts makes perfect sense to guard against silencing minority voters. By coincidence, I served on the Santa Clara County Citizens Redistricting Committee following the 1990 U.S.
