The <br />other three Council seats might represent geographical districts other than Downtown (or parts of it). Even assuming <br />good intentions all around, that could create uncomfortable situations where a particular area of town sees its two <br />directly elected Council representatives overruled by the other three districts. <br />Under certain circumstances, creating simple voting districts makes perfect sense to guard against silencing minority <br />voters. By coincidence, I served on the Santa Clara County Citizens Redistricting Committee following the 1990 U.S. <br />
