From:
To:Jennifer Hagen
Subject:Housing Element Update
Date:Friday, January 14, 2022 3:38:01 PM
Hello Ms. Hagen,
I'm writing to you in regards to the Housing Element Update - Specifically regarding
the Preliminary site PSUD Donlon back field.
I participated in workshops offered and gave feedback there, I'm not sure how that
gets incorporated but I have given feedback through the requested channels. I have
read the report and what went into the scoring and selection methodology.
I am vehemently against the PUSD Donlon site. I do not feel the selection criteria
fairly weighted all of the criteria, and that not all aspects of the site were considered.
Specifically, our elementary school is severely impacted. This has a secondary
negative impact of our roads being more heavily impacted than eight other
neighborhoods in Pleasanton where there are elementary schools as it is. This
impacts all the residents of this neighborhood. It's challenging to get out of our
driveways, it's challenging for our children who ride and walk to middle and high
schools, and those who also are driven to middle or high school, to get out of our
neighborhood. Safety of our residents and neighboring residents whose children go
to school here is at risk when our roads are burdened more than they were intended.
During the discussions with PUSD on E10 school being here, it was noted that
enrollment rates at Donlon Elementary were the highest of all the elementary schools
in Pleasanton, and that children who live in our neighborhood do not all get to go to
Donlon due to current enrollments (In Dec 2018 it was cited that 124 students were
overflowed, they could not go to their neighborhood school-Reference), this is not the
standard the city has hoped for and we are already shouldering this. Current traffic
impacts are not weighed in your assessment. It's not an inconvenience, it is
something that does not make sense and is not absolutely required. You can make
the decision to not place this burden on those who are already feeling the challenges
of Donlon Elementary being impacted.
Your criteria gives weight to being near recycled water the same as other much more
pertinent criteria. Your criteria does not address current site issues, no where are
current issues ever mentioned. I assume this is to allow you flexibility in making
judgement calls on issues like currently impacted neighborhoods, and I sincerely
hope you consider what we have already been dealing with and do not put this
additional traffic in our community. We have had to shoulder this for a very long time
and I'd like you please consider that as well; we have been above capacity for at least
nine years based on when I was at Donlon in 2013, perhaps more.
I respectfully request you please consider the negative impacts to our small
neighborhood when making your proposals and decisions. I hope our voice can be
heard and that our neighborhood receives the same vision from the City Council as
other neighborhoods in Pleasanton.
