BACKGROUND <br /> The Department of Resources Recycling and Recovery (CalRecycle) has been tasked <br /> with administering a one-time grant program meant to provide aid in the implementation <br /> of regulations adopted by CalRecycle pursuant to Chapter 395, Statutes of 2016. <br /> Among efforts to reduce, recycle and reuse solid waste generated in the state, this grant <br /> program will provide funding on a per capita basis to local jurisdictions to assist with the <br /> implementation of regulation requirements associated with SB 1383. <br /> Funds are calculated by CalRecycle with each city eligible for a minimum of $20,000 or <br /> an amount allocated on a per capita basis, whichever is greater. The FY 2021/22 <br /> CalRecycle funding cycle commences in April 2022 and cities will have until March 1, <br /> 2024 to spend the funds. <br /> Eligible SB1383 activities include: <br /> • Collection <br /> • Education and Outreach <br /> • Edible Food Recovery <br /> • Equipment/Bins/Containers <br /> • Capacity Planning <br /> • Procurement Requirements <br /> • Record Keeping <br /> • Enforcement and Inspection <br /> • Program Evaluation/Gap Analysis. <br /> DISCUSSION <br /> Staff has identified that many residential customers do not have an organics waste cart, <br /> primarily due to space constraints as currently only a 96-gallon cart is available for an <br /> organics waste cart. City staff will coordinate with Pleasanton Garbage Service to fund <br /> the purchase of 2,000, 35-Gallon new green organic waste residential curbside <br /> containers with the CalRecycle grant funds to be delivered to accounts with space <br /> constraints.
