Mayor Brown noted this is a complex legal document and recommended having the Legislative <br /> Subcommittee do a review and come back and make a recommendation to the City Council or it can be <br /> given to Townsend Public Affairs for review. <br /> Councilmember Narum recommended having staff or Townsend Public Affairs review it. <br /> Councilmember Arkin recommended support and would like to see the resolution on the next agenda. <br /> Councilmember Balch advised he does not support the request and does not believe the City Council <br /> should be taking on and endorsing an initiative. He thinks it is fine if a Councilmember wants to endorse <br /> or weigh in on their own candidate, but he is not wanting to be an activist City Council. He encouraged <br /> the City Council to exercise restraint. <br /> Councilmember Testa advised the language in the initiative is in line with the City's legislative <br /> framework. Councilmember Balch advised the City's legislative framework is for advocacy of items that <br /> are before the State Assembly and Senate. He noted this is an endorsement from a City Council for an <br /> initiative and cautioned the City Council to exercise restraint. <br /> City Attorney Sodergren advised this is solely to put the request on another agenda and cautioned the <br /> City Council not to go too far down the road for discussing the policy. <br /> Councilmember Testa requested support for putting it on the next agenda and is supportive of having <br /> the Legislative Subcommittee review the initiative. Mayor Brown expressed support and <br /> Councilmember Arkin agreed. City Manager Fialho advised that it is a short turnaround time to get the <br /> Legislative Subcommittee together. He advised staff will attempt to prepare it for the November 16 <br /> meeting but cautioned the City Council it may go into the first meeting in December. <br /> Councilmember Narum reported the Three Valley Foundation launched on Monday and it is her <br /> understanding they have asked for $50,000 payable over three years from each of the five cities to <br /> cover their start-up costs and requested support for the item. Mayor Brown recommended they come <br /> through the grant process at the beginning of next year. Councilmember Narum advised their request <br /> would not qualify for a grant and noted the funding is just to get them back room up and running. She <br /> advised Dublin has this item on their agenda this evening. <br /> Councilmember Testa advised she has no prior knowledge of this request and requested additional <br /> information. <br /> Mayor Brown advised she prefers the Three Valley Foundation to wait until next year's grant process <br /> and noted maybe a grant will be created for them. She expressed concern about going out of <br /> sequence. <br /> Councilmember Arkin advised she has heard preliminary information on the Three Valley Foundation <br /> and expressed concern about the City getting involved and would like to have more information. <br /> Councilmember Narum requested an update to see where the City Council is on the request because <br /> she thinks it could be very important to the community and would not want to see the money go down <br /> to the Silicon Valley Foundation. <br /> Mayor Brown recommended the Three Valley Foundation reach out to the other City Councilmembers <br /> to inform them of their request. <br /> Councilmember Balch is advised he is not familiar with the Three Valley Foundation but would support <br /> learning more information. <br /> City Council Minutes Page 18 of 19 November 2, 2021 <br />
