Does staff or Lisa Wise Consultants consider this to be a governmental constraint <br />on housing development? If not, why not? <br />2) backfill use of affordable housing fees: I understand that Pleasanton currently waives select <br />impact fees for affordable housing developments. Rather than waive the revenue off the <br />books, they use affordable housing impact fees collected on market -rate developments to <br />backfill capital infrastructure and demand management fees.
