meet objectives from its strategic plan and/or address gaps in the safety net services
currently existing in Pleasanton and the Tri-Valley.
The commission would provide a recommendation to the City Council in late spring and
incorporate the City Council's direction into the next Housing and Human Services
Grants Program funding cycle for FY 2023-2024.
For all grant options staff is recommending that to be eligible to apply a community
benefit organization must:
• Be a registered non-profit with the State of California and/or Internal Revenue
Service and provide a copy of their non-profit designation letter. (Faith based
non-profit organizations are eligible to apply as long as there is a clear
delineation between the City funding and religious activities and/or services.)
• Have an established Board of Directors and provide a letter from its Board of
Directors approving the submittal of a grant application to the City.
• Demonstrate a distinct benefit to the Pleasanton community.
• Maintain an active Pleasanton business license.
RECOMMENDATION
City staff is recommending Opportunity Grant noted as Option 1 if the City Council
wishes to move forward with providing a grant for community benefit organizations as
this option allows for at timely process and provides the Human Services Commission
with clear direction.
Adding an additional category in the current grants process noted as Option 2 is less
favorable as it would require extending the current deadline.
Option 3 is not recommended by staff given that this year's grants process is already
underway but is an option the Council could consider.
Submitted by: Fiscal eview: Approved by:
(4)kivil - -
Becky Hopkins Tina Olson Brian Dolan
Assistant to the City Manager Director of Finance Interim City Manager
Page 5 of 5
