Staff anticipates the contract will span FY 2021/22 through FY 2023/24. Funds to cover <br /> the total contract amount are available under CIP No. 16245 as follows: $300,000 in the <br /> FY 2021/22 CIP and $400,000 in the FY 2022/23 CIP. <br /> BACKGROUND <br /> The City last developed a hydraulic model in 2007 as part of the Wastewater Master <br /> Plan. Since then, computer modeling technology has progressed at a rapid pace and <br /> new software models are much improved, particularly in how they use spatial data to <br /> represent pipe networks and land topography. The new model will be linked directly to <br /> the City's GIS database, providing greater accuracy and compatibility with other utility <br /> software, such as asset management systems. <br /> DISCUSSION <br /> A Request for Proposals (RFP) for professional services was advertised on September <br /> 21 , 2021 . On October 20, 2021, proposals were received from five firms including <br /> Woodard & Curran, Akel Engineering, HydroScience Engineers, GHD Incorporated, and <br /> West Yost Associates. After review of all five proposals, only Woodard & Curran and <br /> Akel Engineering moved forward and were interviewed by City staff on December 2, <br /> 2021. Based on the evaluation criteria in the RFP Woodard & Curran was selected as <br /> the most qualified firm. Staff recommends the City enter into the attached contract with <br /> Woodard & Curran to develop a sewer collection system hydraulic model, assess <br /> system capacity, identity future CIP projects, and perform related modeling scenarios. <br /> The proposed project schedule includes project kickoff in February 2022, followed by a <br /> review and incorporation of City-provided data and then development and calibration of <br /> the hydraulic model, to be completed by November 2023. <br /> Submitted by: Fiscal Review: Approved by: <br /> /11 <br /> Kathleen Yurchak Tina Olson Brian Dolan <br /> Director of Operations and Director of Finance Interim City Manager <br /> Water Utilities <br /> Attachments: <br /> 1.
