EXHIBIT A- SCOPE OF SERVICES <br /> Task 3—Sewer Model Development and Calibration <br /> Under this task, Woodard &Curran will develop a hydraulic model of the City's sewer collection system. <br /> The model will include the all City-owned sewers in the system. <br /> Subtask 3.1 —Select Modeling Platform. Woodard & Curran will work with the City to select appropriate <br /> software for the hydraulic model that best meets the City's needs. At a meeting with City staff, Woodard & <br /> Curran will describe and demonstrate as appropriate potential software options and discuss the advantages <br /> and disadvantages of each software program. <br /> Subtask 3.2— Hydraulic Model Development. Using data from the City's GIS, Woodard &Curran will <br /> develop a hydraulic model of the City's sewer system. Available sewer record drawings will be used to <br /> supplement the data in GIS if necessary and available. Further interpolation may be needed for any <br /> remaining data gaps. The modeled sewer network will include all City-owned sewers and pump stations. <br /> Following the initial construction of the model database, a QA/QC process called "model validation,"will be <br /> used to verify the data. This process includes checking network connectivity and data completeness and <br /> reasonableness for apparent discrepancies(e.g., negative pipe slopes, outlet pipe invert elevations higher <br /> than inlet invert elevations etc.). Missing or suspect data will be resolved to the extent possible through <br /> review of available record drawings or field surveying conducted under Task 2. The source of all new or <br /> updated data in the model will be documented. <br /> Woodard & Curran will also define the model "subcatchments" (areas loading to the modeled network). It is <br /> anticipated that the subcatchments will be defined based on a process that associates each parcel in the <br /> City's sewer service area to a sewer pipe in the existing collection system, and then aggregating the <br /> parcels based on the sewer pipe to which they are connected. <br /> Subtask 3.3— Develop Existing and Future Wastewater Flows. Woodard &Curran will review existing <br /> data collected under Task 2 to determine the best approach for using this data to develop existing base <br /> wastewater flows. It is anticipated that water use or City sewer billing records will be the primary source of <br /> data for developing model loads and will draw upon the data developed for the City's water system <br /> modeling. Commercial, industrial, and/or institutional users which may contribute significantly greater flows <br /> than average or exhibit atypical use patterns will be identified individually based on water use data or <br /> information provided by City staff. Existing parcel loads will be aggregated to the model subcatchments as <br /> described in Subtask 3.2. <br /> Woodard &Curran will coordinate with the City Planning Department staff to discuss specific planning <br /> issues and potential growth or redevelopment areas in the City. It is anticipated that much of this <br /> information will have been developed for the City's water system modeling. Using this information, <br /> estimates of future wastewater flows based on the type, density, and location of projected future <br /> development and redevelopment areas will be developed through a planning horizon agreed upon by the <br /> City. Future model loads will be assigned to the subcatchments delineated in Subtask 3.2. The projected <br /> timing of any growth/redevelopment will also be discussed to provide input on potential phasing of <br /> collection system improvement projects identified as part of the capacity evaluation. <br /> Subtask 3.4— Regulatory Considerations. Woodard & Curran will review existing and pending <br /> legislation, including the Statewide General Waste Discharge Requirements for Sanitary Sewer Systems <br /> (WDR)that may impact the configuration or operation of the existing or future sewer collection and <br /> pumping system. In conjunction with the work under Subtask 4.1, these issues will be discussed with the <br /> Woodard &Curran -4- 12/20/21 <br />
