In response to Councilmember Testa, Director Clark confirmed if the inclusionary.housing requirement is too substantial, HCD sees it as an impediment to housing development due to the cost burden..She advised the City's IZO of 15% for rentals and 20% on for-sale properties is within the State's typical range. She noted the recommendation is pointed towards whether the 15% and-20% should be aligned. Councilmember Testa.advised she would support increasing the percentage if permitted, and noted having both be 20% makes sense and seems like a simple change. She cited the concerns presented in the community survey about high taxes and urged new financing solutions to not include local bond measures. She encouraged pushing the State to issue more General Obligation (GO) Bonds which will not increase property taxes and fund the mandates being imposed on cities. Mayor Brown requested that census data used when possible for demographics. In response to Mayor Brown, Director Clark clarified the report includes a lot of interrelated data, extending to Alameda County and the Bay Area. She cautioned against orientating all data to the census because of how manydata points would have to be changed in the report. The census data is just now coming out and may not be entirely known until next year. The data could be changed in some key places if the information is known, or presented alongside what is already in the report. Mayor Brown echoed support for faith-based organizations, noting some of the large landholdings by local churches and the success of Goodness Village. In response to Mayor Brown, Director Clark clarified starting in 2023 CSCDA conversions can count towards RHNA allocations due to recently-signed state law. The City would still have to account for the lost market-rate units from the conversion so the quantities are simply redistributed. She acknowledged this does take care of numbers for a more challenging category. In response to Mayor Brown, Director Clark confirmed the CSCDA does allow for a local preference for specific populations in a community such as teachers or veterans. Mayor Brown expressed support for the policy suggestions. MATTERS INITIATED BY COUNCIL Councilmember Arkin requested support for a resolution in support of net energy metering. She advised the California Public Utility Commission is facing a proposal that would hinder the State's rooftop solar market. Councilmember Narum reported she will be attending an East Bay Community Energy (EBCE) meeting tomorrow and this has been a topic of discussion. She asked for time to gather more information and see if EBCE has a formal position on the subject. COUNCIL REPORTS Councilmember Balch reported attending an Alameda County Liaison meeting and StopWaste meeting. Councilmember Arkin reported attending the County Liaison meeting and Altamont Landfill Committee meeting. Councilmember Testa reported attending an Alameda County Mosquito Abatement District meeting. Councilmember Narum reported attending a ValleyLink meeting, Contra Costa Transportation Authority's Innovate 680 meeting on behalf of the Livermore Amador Valley Transit Authority (LAVTA), and County Liaison meeting.
