ORDINANCE NO. 2231 <br /> AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> AMENDING PLEASANTON MUNICIPAL CODE CHAPTER 9.30 WATER <br /> MANAGEMENT PLAN TO ADJUST IRRIGATION RESTRICTIONS AND OTHER <br /> MINOR AMENDMENTS <br /> WHEREAS, the City is currently under a declaration of Local Drought Emergency with a <br /> Stage 2 water shortage at 15 % mandatory conservation; and <br /> WHEREAS, closer alignment of allowable irrigation frequency with Dublin San Ramon <br /> Services District will help to reduce customer confusion over watering restrictions while <br /> maintaining seasonal best watering management practices for plant health over periods of water <br /> shortage; and <br /> WHEREAS,the City seeks to address the specialized water reduction limitation of life and <br /> safety services by defining medical patient-care facilities and setting a reduced reduction <br /> threshold when 20 % or higher mandatory water restrictions are declared. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> HEREBY ORDAIN AS FOLLOWS: <br /> SECTION 1. The City Council finds and declares that there is a current and immediate <br /> threat to the public health, safety and welfare due to exceptional drought conditions, and this <br /> urgency ordinance must be adopted as an urgency matter necessary for the immediate <br /> preservation of the public health, safety and welfare. <br /> SECTION 2. Amends Pleasanton Municipal Code Chapter 9.30 Water Management <br /> Plan as set forth in the attached Exhibit A. <br /> SECTION 3. A summary of this ordinance shall be published once within fifteen (15) <br /> days after its adoption in "The Valley Times," a newspaper of general circulation published in the <br /> City of Pleasanton, and the complete ordinance shall be posted for fifteen (15) days in the City <br /> Clerk's office within fifteen (15) days after its adoption. <br /> SECTION 4. This ordinance shall take effect immediately pursuant to California <br /> Government Code §36937(b). <br /> SECTION 5. The adoption of this urgency ordinance is exempt from the California <br /> Environmental Quality Act ("CEQA") pursuant to California Public Resources Code §21080(b)(4) <br /> because adoption of this urgency ordinance it to mitigate an emergency. <br /> II <br />
