Climate Vulnerability and GHG Emissions | 27Pleasanton Climate Action Plan 2.0 <br />2.3 GHG Emissions Reduction Targets <br />Recognizing that state and federal policies will reduce emissions, the City aims to <br />deepen GHG emissions reductions through local targets, strategies, and actions. <br />The CAP 2.0 includes a linear emissions reduction target pathway that complies with <br />the latest state-level policies and supports a qualified CAP. This pathway includes <br />GHG emission reduction targets to reach per capita carbon neutrality by 2045 and <br />reduce emissions to 4.1 MTCO2e per capita by 2030. The targets set in the CAP 2.0 <br />align Pleasanton with the long-term path set by the state (i.e., SB 32, EO B-55-18, <br />EO S-3-05), with a more aggressive interim 2030 target. The City chose a pathway <br />that exceeds state GHG emissions reduction requirements in 2030 to underscore <br />the importance of early and consistent action. Actions that are taken today set the <br />foundation for achieving carbon neutrality, help ensure a smooth transition for <br />system-changing actions, and enable emissions reductions to occur sooner, making <br />them more impactful. <br />By 2030 <br />Pleasanton’s per-capita GHG <br />emissions will be ~65% below <br />2005 levels and ~70% below <br />1990 levels (4.1 MTCO2e per <br />capita) <br />By 2045 <br />Pleasanton will achieve <br />carbon neutrality (0 net <br />MTCO 2e per capita)
