Since the last extension to the DA was approved in 2018, the effects of COVID-19 have <br />affected the overall retail and commercial development market. The applicant has <br />indicated they need additional time to evaluate these changes in the retail climate, and <br />how to best proceed with expansion of the shopping center to remain competitive and <br />meet current market demands/trends that have evolved over the past several years and <br />have most likely shifted again due to the pandemic. In the interim, the City has also <br />embarked upon the Housing Element update process, with Stoneridge Shopping Center <br />one of the potential sites under consideration for future re -zoning to allow additional <br />housing. <br />For these reasons, staff supports the requested DA extension. Staff believes the <br />additional year allowed for by the extension would allow for planning efforts to progress <br />and facilitate the applicant's participation in the process in order to secure the orderly <br />development of the shopping center expansion, with greater opportunities to secure <br />effective traffic management, cohesive and attractive site design, public and private <br />improvements, and related economic benefits to the city. <br />PLANNING COMMISSION ACTION <br />The Planning Commission held a public hearing on November 10, 2021, to review and <br />provide a recommendation to the Council on the proposed extension of the DA (see <br />Attachment 3). No public comment was received. The proposal was placed on the <br />consent calendar and the Planning Commission unanimously recommended approval to <br />the City Council without any discussion. <br />PUBLIC NOTICE <br />Notice of this meeting was sent to property owners and tenants/occupants within <br />1,000 -feet of the site as shown in Attachment 4. At the time of report publication, staff <br />has not received any public comments. Public comments received after publication of <br />this report will be forwarded to the City Council. <br />ENVIRONMENTAL ASSESSMENT <br />On January 4, 2012, the City Council certified a Supplemental Environmental Impact <br />Report (SEIR) and adopted the CEQA Findings and a Statement of Overriding <br />Considerations for the Housing Element and Climate Action Plan General Plan <br />Amendment and Rezonings Supplemental EIR. This SEIR was a supplement to the EIR <br />prepared for the Pleasanton 2005-2025 General Plan which was certified in July 2009. <br />The development contemplated in the DA is consistent with the development density <br />that was evaluated and mitigated as part of these certified CEQA documents. In <br />addition, the City adopted an Addendum dated April 19, 2019, in connection with the <br />Stoneridge Mall Commercial Replacement and Expansion Project, File P18-0340, which <br />concluded the project would not cause any unstudied impacts or impacts peculiar to the <br />parcel. The proposed Fourth Amendment does not result in any effects on the <br />environment that are peculiar to the property or project that were not addressed in these <br />prior CEQA documents, or which substantial new information shows will be more <br />significant than described in these prior CEQA documents.
