A car cannot use half of a parking space, so once a parklet <br /> occupies even a portion of it, that space is considered "occupied". It is highly unlike that a <br /> business would choose to build a small parklet occupying only half of a parking space, and if <br /> that decision is made, the parking space would still be considered occupied.
