DISCUSSION <br /> The proposed changes to PMC Chapter 9.30 Water Management Plan, are proposed in <br /> the following manner: <br /> Section 9.30.040(H). —Addition of the definition of"measurable rainfall" to assist in the <br /> interpretation of water waste prohibition on irrigating during and after 48 hours of <br /> measurable rainfall. The definition has been adapted from the State Water Board's <br /> interpretation of measurable rainfall. <br /> Section 9.30.040(1). —Addition of the definition for "medical patient-care facility". <br /> Addition of this definition is necessary to clarify which facilities would be applicable to <br /> the new limited reduction language to preserve life and safety services. <br /> Section 9.30.070(6)(1). —Addition of language which would set a 15 percent reduction <br /> threshold for medical patient-care facilities, for the preservation of life and safety <br /> services, when a Stage 2 mandatory reduction of 20 percent is required, or when a <br /> higher stage is declared with a higher demand reduction requirement. <br /> Section 9.30.080(A)(13). — Deletion of the word "within" to reduce confusion regarding <br /> when potable water use for outdoor irrigation is prohibited during and after a <br /> measurable rainfall event. <br /> Section 9.30.080(6)(2). —Amend outdoor irrigation of lawn and ornamental landscaping <br /> to match DSRSD's Resolution adopted Stage 2 irrigation limitation: one day per week <br /> November through February, and no more than three, non-consecutive days per week <br /> March through October during a Stage 2 water shortage. Furthermore, in recognition of <br /> the unique challenges in water scheduling of special landscape areas and other water- <br /> dependent industries, an additional sentence was added to allow for director-approved <br /> watering limitation modification. <br /> Section 9.30.080(C)(2). —Amend outdoor irrigation of lawn and ornamental landscaping <br /> seasonal watering changes to follow Section 9.30.080(6)(2), including the added <br /> sentence to allow for director-approved watering modifications for special landscape <br /> areas and other water-dependent industries. <br /> Section 9.30.080(F)(2). — Replaced "Saturday and Sunday only" with "no more than two <br /> days per week". This change to the five-gallon capacity hand-watering limitation during <br /> Stage 6 water shortage, will allow greater flexibility for water customers, yet keep the <br /> watering days limited to only two days of the week. <br /> Section 9.30.080(G). — Moved the language to a stand-alone subsection within Section <br /> 9.30.080, existing language remains the same. <br /> Section 9.30.080(H). — New language added allowing City Council the ability to approve <br /> additional irrigation parameters to align with regional water agencies by resolution. <br /> Page 3 of 4 <br />
