December 21, 2021 Finance Operations Services TITLE: APPROVE THIRD AMENDMENT TO AGREEMENT WITH RAFTELIS FINANCIAL CONSULTANT, INC., FOR DROUGHT RATE AND CONNECTION FEE CONSULTING SERVICES SUMMARY On September 3, 2019, City Council awarded a professional services contract to Raftelis, Inc to conduct a water and sewer rate study. On September 1, 2020, City Council approved the first amendment to extend the contract date and increase the scope of work to reflect the need for water rate models that include scenarios for potential new capital and operating costs associated with Per- and polyfluoroalkyl substances (PFAS) in the City's groundwater supply. On October 15, 2021, the City Manager approved the second amendment to extend the contract date. The proposed third amendment will add water and sewer connection fee and drought rate studies to the project scope which will increase the total contract by $74,000. RECOMMENDATION Approve and authorize the City Manager to (1) amend the City's contract with Raftelis, Inc. by $74,000 to an amount not to exceed $213,400 to include drought rates and water and sewer connection fee study in the project scope, and (2) modify the contract to include $21,340 or 10 percent of the contract amount, to account for any unforeseen service needs. FISCAL IMPACT The Water and Sewer Funds' FY 2021/22 budget includes sufficient funds to cover the increased contract costs.
