THE CITY OF 8 <br /> CITY COUNCIL AGENDA REPORT <br /> "'^• � Ili fli xlx 'Zii�_ <br /> pL£ASANTON. <br /> December 21, 2021 <br /> Finance <br /> Operations Services <br /> TITLE: APPROVE THIRD AMENDMENT TO AGREEMENT WITH RAFTELIS <br /> FINANCIAL CONSULTANT, INC., FOR DROUGHT RATE AND <br /> CONNECTION FEE CONSULTING SERVICES <br /> SUMMARY <br /> On September 3, 2019, City Council awarded a professional services contract to <br /> Raftelis, Inc to conduct a water and sewer rate study. On September 1, 2020, City <br /> Council approved the first amendment to extend the contract date and increase the <br /> scope of work to reflect the need for water rate models that include scenarios for <br /> potential new capital and operating costs associated with Per- and polyfluoroalkyl <br /> substances (PFAS) in the City's groundwater supply. On October 15, 2021, the City <br /> Manager approved the second amendment to extend the contract date. The proposed <br /> third amendment will add water and sewer connection fee and drought rate studies to <br /> the project scope which will increase the total contract by $74,000. <br /> RECOMMENDATION <br /> Approve and authorize the City Manager to (1) amend the City's contract with Raftelis, <br /> Inc. by $74,000 to an amount not to exceed $213,400 to include drought rates and <br /> water and sewer connection fee study in the project scope, and (2) modify the contract <br /> to include $21,340 or 10 percent of the contract amount, to account for any unforeseen <br /> service needs. <br /> FISCAL IMPACT <br /> The Water and Sewer Funds' FY 2021/22 budget includes sufficient funds to cover the <br /> increased contract costs. <br />
