BACKGROUND
The State of California Beverage Container Recycling and Litter Reduction Act applies a
CRV tax on beverages to encourage recycling and litter reduction. A portion of that tax
is available to cities and counties that want to partner with the State in maintaining its 80
percent recycling rate for all CRV beverage containers.
Funds are calculated by CalRecycle with each city eligible for a minimum of $5,000 or
an amount allocated on a per capita basis, whichever is greater. The FY 2021/22
CalRecycle funding cycle commences in April 2022 and concludes in March 1, 2024.
Payments to cities will be dispersed in June/July 2022 and cities will have until March 1,
2024 to spend the funds.
Eligible activities include:
• New or existing curbside recycling programs
• Neighborhood drop-off recycling programs
• Public education promoting recycling programs
• Litter reduction and clean up where the waste stream includes beverage
containers that will be recycled
• Cooperative regional efforts among two or more cities or counties, or both
• Other beverage container recycling programs
• Supporting AB 341 Mandatory Commercial Recycling requirements
o Infrastructure for businesses to recycle beverage containers
o Support for new or existing beverage container recycling programs for
multi-family residential dwellings
o Public education and outreach that includes a beverage container
recycling component.
DISCUSSION
With the recent closure of the Buy Back Center in Pleasanton, City staff intends to
promote recycling through public education campaigns for residents to learn how and
where to recycle California Redemptive Value bottles and cans.
Submitted by: Fiscal Re iew: Approved by:
4IYPC-1.44"
Becky Hopkins Tina Olson Brian Dolan
Assistant to the City Manager Director of Finance Interim City Manager
Attachments:
1.
