Assistant Director Crose advised next steps include taking the final designs back to the Parks & Recreation Commission before returning to City Council. In response to Councilmember Narum, Assistant Director Crose advised if lights are considered staff is inclined to propose either following a dawn to dusk limit or the 10:00 p.m. limit used at the adjacent softball fields. Ms. Chavez clarified stated the pieces of the two designs are interchangeable and the version which did not have more hangout areas had more plazas and hard-skate areas and noted the final version will blend both. Assistant Director Crose advised the neighbors will be notified of the final design presentations to both the Parks & Recreation Commission and City Council. Staff has consulted with Pleasanton Police Department (PPD) and advised PPD was highly supportive of having lights for safety. Public feedback has been to include drinking fountains along with a water bottle filling station. In response to Councilmember Narum, Assistant Director Crose reported the plan is to preserve as many of the trees as possible and the tree line along Hopyard Road will help conceal the park. She confirmed there will be a softening landscaping plan in the final design. Councilmember Narum applauded the design concepts but noted the plan will have a high cost. In response to Mayor Brown, Assistant Director Crose reported many places in the skatepark will be below ground but some will be elevated as they are trying to match the natural flow of the ground. In response to Councilmember Arkin, Assistant Director Crose confirmed the gain of 20 parking spaces will be at the skatepark location with a net-zero change to the parking spaces at the all-abilities playground. Councilmember Arkin recommended finding room for more than 20 additional parking spaces. She requested hangout areas for both skaters and parents to use while watching their children. She expressed support for lighting in a fashion mindful of the neighbors and incorporating their input, shade structures, keeping as many trees as possible, and hydration stations. In response to Councilmember Arkin, Assistant Director Crose confirmed there is an existing restroom at the all-abilities playground and is the closest one to the current skatepark. City Manager Fialho reported the City will piece together the funding if the skatepark remains a priority but will not be able to do this until they receive bids. Staff plans to do this next year, but they have reserves. grants. and other funding opportunities to match staff's initial cost estimates. He estimated the project would be completed 18 months after the final design approval. In response to Councilmember Balch, Assistant Director Crose reported the contract with RRM leaves the City under the design budget, but they are reserving money for the construction which will bring them to the $400,000 budgeted total. She added they could also consider using a portable restroom during the peak usage season. City Manager Fialho advised it would be good to know from the City Council tonight if they do have a restroom that they can be flexible with its price. Councilmember Balch supported leaving a spot for a restroom, obtaining a price to add a restroom, and determining this component later. In response to Councilmember Balch, Assistant Director Crose clarified the colors in the conceptual drawings are to delineate areas for different skating expertise and the final project's concrete will not be painted a variety of colors. Mayor Brown spoke in favor of a 10:00 p.m. lights restriction and having the lights be directional. She endorsed having shade structures. She advised if a restroom is not added signage to the one by the all- abilities playground would be helpful.
