THE CITY OF 1 <br /> a , <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON_ <br /> December 7, 2021 <br /> City Attorney <br /> City Clerk <br /> City Manager <br /> TITLE: CONSIDER ADOPTION OF FINDINGS REGARDING PUBLIC HEALTH <br /> RELATED TO THE COVID-19 PANDEMIC TO SUPPORT CONTINUED <br /> VIRTUAL PUBLIC CITY MEETINGS PER RESOLUTION NO. 21-1249 <br /> SUMMARY <br /> Due to the COVID-19 pandemic, the State of California declared a public health <br /> emergency and the governor issued a declaration allowing for virtual meetings to <br /> protect public health. State law, AB 361, requires the City to make findings regarding <br /> public health in order to continue virtual meetings. The Council originally adopted such <br /> findings on October 5, 2021 by Resolution No. 21-1249, renewed the same on <br /> November 2, 2021, and must further renew these findings every 30 days. <br /> RECOMMENDATION <br /> Adopt by minute order the following findings: <br /> 1. COVID-19 continues to be transmitted in Alameda County, which has <br /> returned to the U.S. Centers for Disease Control and Prevention (CDC) <br /> "substantial" category of coronavirus transmission. <br /> 2. The Cal. Dept. of Public Health, CDC and County Public Health Officer <br /> recommend that people avoid being indoors for extended periods unless at <br /> least six feet of social distancing can be maintained; and the Cal. Division of <br /> Occupational Safety and Health has made recommendations for ventilation, <br /> filtration and indoor air quality for business, assembly and other occupancy. <br /> 3. City meetings cannot consistently provide for such social distancing due to <br /> the small size of many meeting rooms, large membership of some <br /> commissions, as well as attendance at meetings by staff and the public; nor <br /> can all rooms meet the ventilation, filtration and indoor air quality goals. <br /> FINANCIAL STATEMENT <br /> No effect.
