14. Approved and authorized City Manager to execute an agreement with Terra Landscape for <br />miscellaneous landscape services at various city owned landscapes in the amount of $2,029,542 <br />including a 10 percent contingency for a three-year term <br />15. Approved and authorized City Manager to execute a task order agreement 014-PLE with Zone 7 <br />Water Agency under the Tri -Valley Intergovernmental Reciprocal Services Master Agreement for <br />annual storm outfall maintenance and repair work for a not -to -exceed amount of $200,000 annually <br />for the next five years <br />16. Approved Modification No. 5 to the existing Recreational Use License Agreement with Zone 7 Water <br />Agency, A3-7.409, extending the term to August 31, 2022, to allow the parties to negotiate and <br />execute a new License Agreement for the recreational use of flood control channels <br />MOTION: It was m/s by Narum/Testa to approve the Consent Calendar as recommended and as <br />noted. Motion passed by the following vote: <br />Ayes: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br />Noes: None <br />Absent: None <br />MEETING OPEN TO THE PUBLIC <br />17. Public Comment regarding items not listed on the agenda <br />Mayor Brown opened public comment. <br />Tao Guan shared that the exhibit "The Pleasanton Ones" is on display at Museum on Main and invited <br />residents and the City Council to visit the exhibit. He described taking photos documenting how The <br />Pleasanton Ones handled the challenges of the pandemic. He has a self -published a book called Shelter - <br />In -Place in Pleasanton which he hopes will serve as a collective memory of this time. <br />Madan Mohan Reddy expressed concern regarding the Palomino Drive and Concord Street intersection <br />near Vintage Hills Elementary School. He reported vehicles do not slow down and it is a blind spot which <br />makes it hard to see the children crossing the street. He requested staff investigate placing stop signs at <br />the intersection. <br />Guy Houston reported discovering that Blairgowrie is sister city with Pleasanton. He read a letter from <br />Vice Chair Scott McGregor from the Council in Blairgowrie Scotland who is looking at plans to potentially <br />adopt a pen pal system between the sister schools. <br />Gary Sears spoke about ongoing safety improvements for bicyclists on the Bernal Avenue Bridge east of <br />Foothill Road. <br />Mayor Brown closed public comment. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />18. Continued from September 7, 2021 — Public Hearing — Consider adoption of Resolution No. 21- <br />1241 approving amendments to the Downtown Specific Plan and introduce an ordinance approving <br />amendments to Chapters 18.08 and 18.81 of the Pleasanton Municipal Code, regarding the Active <br />Ground Floor Use Overlay <br />Senior Planner Shweta Bonn provided an overview of the Active Ground Floor Uses Overlay (AGFUO) <br />with the Downtown Specific Plan (DSP) area.
