Councilmember Balch recused from item 4 due to a due process conflict of interest and to comply with <br />the City's Code of Ethics regarding independence of decisions. Councilmember Arkin recused from items <br />5 and 6 due to the close proximity to her residence. <br />Mayor Brown opened public comment. <br />Eddy Pintacsi reported his business operates from 1061 Serpentine Lane and expressed concern that <br />while the proposed 20 -foot limit solves the motorhome issue, it creates hardships for many businesses <br />on the street. He recommends changing the zone to limit parking Monday through Friday and that staff <br />be given the independent authority to add additional four-hour zones as they deem necessary to support <br />businesses and change in the park. He requested the changes be made before the resolution goes into <br />effect or to vote for a continuation if more time is needed. <br />City Manager Nelson Fialho reported a modified resolution that limits parking from 9:00 a.m. to 6:00 p.m. <br />Monday through Friday excluding Saturdays and Sundays was provided on the dais. He advised City <br />Council to add a provision empowering staff to add additional four-hour time zones to accommodate <br />needs to the resolution if they wanted to address that concern. <br />Mayor Brown closed public comment. <br />Councilmember Narum moved to approve the Consent Calendar modifying item 4 to add language that <br />the Director of Traffic Engineering is given authority to add four-hour zones during the week as deemed <br />necessary for businesses Monday through Friday. <br />City Council <br />1. Adopted and waived full reading of Resolution No. 21-1243 prohibiting parking of vehicles over <br />twenty feet in length on Quarry Lane and Serpentine Lane and Resolution No. 21-1242 designating <br />portions of Quarry Lane and Serpentine Lane as four-hour limited parking zones <br />5. Considered and approved an application for: 1) Minor Subdivision approval to subdivide an <br />approximately 1.67 -acre parcel into two parcels measuring approximately 21,794 square feet <br />(Parcel A) and approximately 48,311 square feet (Parcel B); Adopted and waived full reading of <br />Resolution No. 21-1245 approving minor subdivision map P21-0079, the application of Terry <br />Townsend; 2) Introduced and waived first reading of Ordinance No. 2223 approving Planned Unit <br />Development (PUD) Development Plan approval to retain the existing home and related <br />improvements on Parcel B and construct a two-story home and related site improvements on Parcel <br />A at 2207 Martin Avenue as filed under case PUD -140; and 3) adopted and waived full reading of <br />Resolution No. 21-1244 approving a Growth Management Agreement with Robert and Beth <br />Borchers for the construction of one single-family home and related site improvements at 2207 <br />Martin Avenue, as filed under case No. P21 -0080 <br />City Council Minutes Page 2 of 14 September 21, 2021 <br />
