Councilmember Balch echoed Ms. Combs's comments about BART, advised three points for the BART proximity is too strong, and supported Mayor Brown's point about making it one mile from a freeway. Director Clark confirmed proximity to the Iron Horse Regional Trail is factored into criterion 2(f). Councilmember Balch advised his suggestions for Category 2 is to strike 2(a) and alter 2(g) to make it one mile. Mayor Brown expressed support. Councilmember Narum suggested striking 2(c) instead. All Councilmembers and Mayor Brown agreed with the alteration to 2(g) and striking 2(c) instead of 2(a). Councilmember Balch stressed not impacting schools as much as possible and requested two points to a site not impacting consistently overcrowded schools. Director Clark advised she spoke to PUSD about schools with consistent over -enrollment issues to aid in the site evaluation. Councilmember Arkin advised all of the schools being over capacity depends on which set of numbers are being reviewed. Director Clark clarified staff looked not only at the current enrollment, but also future years based on demographers' projections. Councilmember Narum reported PUSD is currently down 400 attendees from the previous year. She believes Lydiksen Elementary School is about to build a new classroom to account for growing enrollment. Councilmember Arkin advised this is also her belief and Donlon Elementary School will be the most impacted. Mayor Brown advised they need to work with PUSD as they go through the Housing Element process and all Councilmembers concurred. Director Clark advised this process has already started to assess both current and future impacts. City Manager Fialho advised an issue with adding school impacts to the list is deciding which set of numbers to use. He suggested making school impacts a policy evaluation later in the process in conjunction with PUSD. Councilmember Narum advised this is something they should look at more closely in the second round of site evaluations. Mayor Brown suggested adding proximity to jobs to Category 3, echoing Ms. Combs's public comments. Director Clark advised this would be a challenging criterion to measure. Councilmember Arkin noted the numbers would be even harder to ascertain now when so many people are still working from home. Director Clark advised it can be built into a later round of evaluation. All Councilmembers expressed support for Category 3 as presented by staff. Councilmember Balch expressed support for Councilmember Testa's points about not grouping natural hazard areas as one into 4(e) as disasters like floods, earthquakes, fires, come with different risks and types of insurance. All Councilmembers and Mayor Brown concurred that each type of natural disaster should be listed individually. Councilmember Arkin requested adding criterion for the Livermore Municipal Airport noise and flight path. All Councilmembers and Mayor Brown approved Category 4 with the addition of a criterion for the airport protection areas and one point being given to each of the perils listed under 4(e). In response to Councilmember Narum, Director Clark advised criterion 5(a) about significant tree removal or mitigation is challenging. She advised they cannot do tree surveys on every site so it will be a qualitative assessment. She noted it was a carry-over from previous RHNA cycle criteria.
