SECTION 13: ACT NOT EXCLUSIVE. Nothing in this Ordinance shall bd construed to abrogate or impair the power of the City of Pleasanton or any department thereof to enforce any provision of its ordinances or regulations, nor to prevent or punish violations thereof and any powers conferred by this Ordinance shall be in addition to and supplemental to powers conferred by other laws, nor shall this Ordinance be construed to impair or limit in any way the power of the City of Pleasanton to define and declare nuisances and to cause their removal or abatement by summary proceedings, or in any other manner provided by law. SECTION 14: SEVERABILITY. If any section, subsection, sentence, clause or phrase of this Ordinance is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Ordinance. The City Council hereby declares that it would have passed this Ordin- ance, and each section, subsection, sentence, clause and phrase thereof irrespective of the fact that any one or more of the sections, subsections, sentences, clauses or phrases thereof be declared invalid or unconstitutional. SECTION 15: PUBLICATION AND ADOPTION. This Ordinance shall be published once in "The Times~', a newspaper of general circula- tion, published within the City of Pleasanton, and shall become effective thirty days after the date of adoption.
