therapists, and psychologists all have the ability to write mental health holds thereby
accomplishing the stated goal of reducing law enforcement involvement in crisis
response. The term clinician will be used interchangeably to refer to both licensed
clinicians and licensed therapists.
The juvenile specialist will primarily respond to Pleasanton Unified School District sites
and within the community as needed for mental health calls for those under 18 years of
age. A mental health clinician specializing in providing treatment to children, teens and
families will respond to these situations. Given the complexity of interacting with children
and families in crisis, a specialist with experience in this area is recommended. Based
on the workgroup's understanding of the issues, more in-depth evaluations by a mental
health professional who specializes in youth crisis should be a priority to deter
unnecessary involuntary psychiatric hospitalizations.
Table 4: Pleasanton Unified Schools 5150 Calls for Service
School Type
2017
2018
2019
2020
Total
High Schools
50
51
38
7
146
Middle Schools
12
26
17
2
57
Elementary Schools
2
7
4
0
13
Total
64
84
59
9
216
The second clinician will specialize in adult mental health and substance abuse. The
clinician will collaborate with outside mental health services that oversee adult case
management and with the homeless liaison officers which would allow the MHRP to
better serve the unhoused living in a chronic state of mental health crisis.
The MHRP is the initial touchpoint for the person in crisis who will then be referred to
other mental health service providers for case management. Referrals will be made
directly to the Mental Health Urgent Care Clinic through Axis Community Health where
any individual in need of urgent mental health or substance abuse treatment may be
seen. This referral model will then remove the responsibility of the MHRP to oversee
case management.
Another important aspect of the role of the clinicians will be to provide in-house training
and consultation to Pleasanton police officers and other appropriate City staff. The
expectation is these roles will be heavily utilized given the demand for these services in
the community. The clinicians will also be available to respond to in -progress critical
incidents and, from a position of safety, provide dynamic advice to responding officers.
