Parcel B was independently developed as the Sunflower Hill multi -family project. <br />In addition to the subdivision improvements, the extension of Nevada Street presented <br />an opportunity to have a needed segment of water main installed by Meritage in <br />exchange for reimbursement of some of the cost. This needed pipeline was identified in <br />the City's 2004 Water Master Plan as an improvement that would provide network <br />redundancy and better water quality between Zone 7's Turnout No. 5 and the downtown <br />area. The pipeline was needed along the Nevada Street alignment from Stanley <br />Boulevard, eastward to Bernal Avenue (See Attachment 1). Meritage installed the 16 - <br />inch pipeline within the newly constructed Nevada Street, from Stanley Boulevard to <br />California Street, at their expense. Meritage also constructed the segment of 16 -inch <br />pipeline within the older section of Nevada Street, from California Street to Bernal <br />Avenue, at a cost to the City of $835,414.47. This new pipeline is now in service and is <br />providing the intended benefits both to the Irby Ranch Development and to other parts <br />of the City. The work was funded from the Nevada Street Water Improvements, CIP No. <br />94115, previously known as the Del Valle Parkway Water Main Extension Project. <br />Condition of Approval 52 required the Nevada Street extension be completed prior to <br />occupancy of the new homes. This condition was imposed to address an increase in <br />traffic at the Nevada Street and Bernal Avenue intersection once Nevada Street is fully <br />opened to the public. The City's Traffic Engineer determined that a traffic signal would <br />be warranted at this intersection, so the City subsequently awarded a construction <br />contract for the installation of this signal as part of CIP No. 17532. Since this signal will <br />not be operational when the public improvements for Tract 8245 are accepted, the City <br />will keep Nevada Street temporarily closed to through traffic. This temporary closure will <br />also allow the City to implement traffic -calming features on Nevada Street as requested <br />by the residents of the subdivision. The new traffic signal is expected to be operational <br />in February 2022. <br />The work has been inspected and determined to be in accordance with all conditions of <br />approval and complete to the satisfaction of the Director of Engineering.
