Bids <br />Sealed bids for this project were opened on October 26, 2021. A total of six bids were <br />received, ranging from the low bid amount of $735,777 from DPI, Inc. to $1,299,720. <br />The low bid is 8.7 percent lower than the Engineer's Estimate of $800,000 (see <br />Attachment 3). Past work performed by DPI, Inc. was verified to be satisfactory. Staff <br />recommends award of the construction contract to the lowest bidder, DPI, Inc. <br />Consultant/Specialty Services <br />Consulting testing services will be provided under the City's existing on-call materials <br />testing contracts. These services include required specialty testing of the materials for <br />the backfill and compaction of the trench backfill associated with the pipeline <br />installation. The testing services are estimated to cost $12,000. <br />Budget <br />This project is funded as part of the 2021/22 Water Replacement Project, CIP No. <br />22183, with a programmed amount of $1 million. The anticipated expenditures for this <br />project total $858,755, including $122,928 for the construction contingency, testing <br />services and advertising cost. The funding and anticipated project expenditures are <br />detailed in Attachment 1. <br />Originally, when the scope of work for CIP No. 22183 was developed and budgeted in <br />the 2020/21 Capital Improvement program, two separate projects were being <br />considered as part of CIP No. 22183. The first is the subject of this City Council report, <br />the second is the installation of an interconnected bypass pipeline to assist with water <br />quality for the Lemoine Ranch subdivision area. To track the expenses for each project <br />the most effectively, it is recommended that City Council create a Capital Improvement <br />Project titled "Lemoine Bypass Pipeline Project, CIP No. 22199" and authorize the <br />transfer of the remaining $141,245 balance from the Annual Water Distribution System <br />Improvements Project, CIP No. 22183, to the newly created CIP No. 22199. <br />Schedule <br />The start of construction will begin in December when water demand is low. A <br />December start will also ensure that there will be enough time for construction and <br />chlorination testing before restoring service in April 2022, when water demand starts to <br />increase. <br />Page 3 of 4 <br />
