BACKGROUND <br />Goodness Village provides a supportive living community in partnership with local faith <br />groups, businesses, cities, educational institutions, community members and partner <br />service agencies. Goodness Village seeks to impart basic life skills, education, <br />counseling, micro -enterprise opportunities, apprenticeships, life experience, peer <br />support and resources to empower participants to improve the quality of their lives — to <br />achieve greater self-sufficiency, and build a safe and secure life. <br />Goodness Village was fully occupied on September 29, 2021, and houses five <br />Pleasanton residents who were experiencing homelessness. <br />DISCUSSION <br />Goodness Village is a new non-profit organization which presents a promising approach <br />to addressing homelessness in the Tri -Valley through a transitional supportive housing <br />program. Goodness Village received a legacy grant of $3 million from Alameda County <br />Supervisor Haggerty which was allocated toward construction costs for the tiny home <br />community and the first year of operating expenses. Due to an overage in construction <br />costs, the organization has a funding gap for January 1 through June 30, 2022. <br />City staff have been meeting with Goodness Village since July 2021 to discuss a <br />potential funding gap and the organizations fund development plan. Most recently, City <br />staff met with several Goodness Village board members to discuss the launch of its <br />Corporate Fund Development campaign. City staff are proposing that they City provide <br />gap funding to pay for six months of cost to house the five Pleasanton residents now <br />living at Goodness Village. In addition, City staff from Pleasanton and Livermore will <br />continue to work with the executive director and board of directors to further develop a <br />sustainable funding plan to ensure continued viability of the program. <br />The Professional Services Agreement with Goodness Village is to provide housing and <br />supportive services for the five Pleasanton residents currently housed at Goodness <br />Village and will expire on June 30, 2022. <br />Submitted by: <br />Becky Hopkins <br />Assistant to City Manager <br />Fiscal Review- <br />/') ) ' 4_ <br />Tina Olson <br />Director of Finance <br />Approve ;by: <br />Nelson Fialho <br />City Manager <br />Attachments: <br />1.
