THE CITY OF <br /> gym, <br /> LE ASANTON© <br /> MEMORANDUM <br /> Date: October 29, 2021 <br /> To: Mayor and City Council <br /> From: Nelson Fialho, City Manager <br /> David Swing, Police Chief <br /> Subject: November 2, 2021, Agenda Item 16: Approve MOU between Pleasanton Unified School <br /> District and the City of Pleasanton <br /> The Pleasanton Unified School District (PUSD) Board of Trustees met on October 28, 2021, and voted <br /> unanimously to support the proposed MOU with two amendments. The Trustees expressed support for <br /> the MOU and the SRO program with continued regular evaluation to ensure program goals were met <br /> and the program demonstrated the ability to establish connections with students and police. The <br /> amendments are underlined in the text below and include adding minor language to the SRO Program <br /> Goals (page 9) and expanding the definition of de-escalation (page 8). <br /> Proposed PUSD Trustees changes: <br /> SRO Program Goals (Page 9) <br /> A. To provide support and partnership between the CITY and PUSD to promote a safe atmosphere <br /> for students and staff. <br /> B. To develop greater understanding, bridge support and build relationships between the police <br /> and students. <br /> C. To balance enforcement needs and create support and confidence. <br /> D. To reduce the number of mental health detentions under 5150 or 5585 of the Welfare and <br /> Institutions Code. <br /> Page 8. The SRO will, when appropriate, engage in de-escalation tactics to resolve conflict. De- <br /> escalation is the process of using strategies and techniques intended to decrease the intensity of a <br /> situation including, but not limited to, using restorative practices, verbal and non-verbal <br /> communication techniques and non-confrontational practices to gain control. <br /> City staff agrees that a goal of the SRO program includes building relationships between police and <br /> youth and is supportive of that change. Staff feels that changing the definition of de-escalation to <br /> include restorative practices is problematic as restoration of a relationship occurs between the involved <br /> parties after the incident has resolved and not in the throes of crisis—which is when de-escalation <br /> practices are employed. Staff recommends deleting the reference to restorative practices. While the <br /> other recommended changes are aligned with the values and practices of PPD, staff recommends <br /> inserting the words, "when possible" prior to non-confrontational practices.
