Attachment 3 <br />• Review and enhance permitting process to simplify the process (e.g., permit streamlining) to encourage adoption of <br />electrification and energy storage back-up practices throughout the community. <br />• Leverage partnerships to provide financial incentives for existing residential and commercial building electrification, <br />(e.g., EBCE's Resilient Home program). <br />• Establish and implement strategies to increase at-home battery storage installations to increase resiliency. <br />• Review the definition for "covered" projects and determine if the renovation threshold is appropriate. <br />Outreach/Education <br />• Build a residential and business toolkit to help identify steps needed to electrify (e.g., panel upgrades, permit guides) <br />and promote rebates and incentives (e.g., hot water replacements and induction cooking through EBCE, BayREN, etc.) <br />to encourage and simplify the electrification process of existing buildings. Work with local businesses and change <br />agents to influence behavior in community. <br />• Work with local organizations (e.g., Bay East Association of Realtors) to promote energy programs to homeowners. <br />Metrics/Evaluation <br />• Build in evaluation metrics to determine progress towards meeting electrification goals. <br />• Stay apprised of existing building electrification regulations, studies, and regional efforts. <br />Require that all new construction use the lowest global warming potential (GWP) refrigerants available for equipment and <br />systems. Secondary Action. <br />Strategy 2: Improve energy efficiency. <br />1217 ModifyMunicipal Code <br />Modify the Pleasanton Municipal Code (PMC) to expand the definition of "covered projects" (within the Green Building Chapter <br />definition of covered <br />i of the PMC) to cover all new commercial buildings and all new residential homes. <br />! projects <br />- - <br />----- <br />1176 Community energy <br />Promote use of energy efficiency improvements (e.g., window upgrades, LED lighting) across the community through incentives, <br />efficiency upgrades <br />partnerships, and/or education and outreach. Focus outreach and resources on low-income households. This action can include <br />establishing and implementing a revolving loan fund for home performance audits and system upgrades. Secondary Action. <br />1008 Energy Benchmarking and <br />; Use the Environmental Protection Agency's Energy Star Portfolio Manager tool (or other similar tools)to measure and track <br />City Facility Retrofits <br />j energy and water usage across City facilities. Compare facilities performance over time, identify opportunities for efficiency <br />upgrades and cost savings across City facilities, and conduct energy retrofits of existing City facilities and equipment. As part of <br />this action, work with regional partners (e.g., EBCE) to identify municipal facilities where solar/storage systems will be the most <br />j effective and install solar/storage systems throughout municipal locations (e.g., parks, library,etc.).
