facilities and identify opportunities for increased efficiencies and cost savings, <br />maintain relationships with partner agencies and identify grants and funding <br />opportunities as they become available, track legislative changes relating to the <br />climate that affect municipal operations, track City emissions, and promote <br />climate change awareness across all City functions. <br />Action 1216 does not have direct GHG impacts, nor does it have a community cost. <br />However, creating a dedicated staff position, filled by a new Full -Time Equivalent <br />Employee (FTE) would cost the City approximately $1.9 million through the 10 -year <br />implementation of the plan. <br />Implementation of the proposed CAP 2.0 action list and other related climate tasks <br />spans across all City departments and requires coordination with staff City wide. For <br />example, the City Manager's office implements SB 1383, the Operations Services <br />Department implements the recycled water program, the Economic Development <br />Department implements the Commendable Commutes program, and the Community <br />Development Department implements the Bicycle and Pedestrian Master plan. Because <br />of this, having a specific staff person or position (e.g., a Sustainability Manager), and/or <br />expanding staff capacity to manage the implementation of the CAP may facilitate the <br />successful implementation of CAP and ensure its programs and priorities are more <br />likely to remain on track. <br />At this time, however, staff suggests that it is premature to commit to creating a new <br />FTE as a CAP action, since there may be other ways to organize staff positions and <br />resources to assist with CAP implementation. To provide an appropriate degree of <br />flexibility, staff suggests once the CAP 2.0 is adopted the City Manager review existing <br />staffing and the range of existing/new climate and sustainability tasks and their <br />respective level of effort and timing, and on that basis evaluate how best to meet the <br />staffing needs. <br />RECOMMENDATION, CONCLUSION, AND NEXT STEPS <br />Staff currently recommends 15 primary actions and 10 secondary actions be included in <br />the CAP 2.0, as represented in Attachment 2. The Committee's recommendation <br />includes one additional primary action (creation of a dedicated staff position) as <br />described above. <br />Staff seeks the City Council's direction on a set of actions to include in the CAP 2.0. <br />Once the Council has provided direction on recommended actions, a draft CAP 2.0 will <br />be prepared and circulated for public review, along with its accompanying CEQA <br />document. <br />Page 10 of 11 <br />
