17 <br />THE CITY OF <br />CITY COUNCIL AGENDA REPORT <br />PLEASTON. <br />November 2, 2021 <br />City Manager <br />TITLE: RECEIVE AN OVERVIEW OF THE 2021 STATE LEGISLATIVE SESSION <br />AND KEY HOUSING RELATED BILLS SIGNED INTO LAW <br />SUMMARY <br />On March 2, 2021, the City Council adopted the 2021 Pleasanton Legislative <br />Framework, which guides the City's response to pending state and federal legislation. <br />The City's Legislative Framework includes the Tri -Valley Cities Legislative Framework. <br />At the March 2 meeting, the City Council also established the City's position on key <br />state housing legislation. <br />The City of Pleasanton sent forty advocacy letters during the 2021 legislative session. In <br />addition, Mayor Brown represented the City in the advocacy efforts of the Tri -Valley <br />Cities Legislative coalition (Livermore, Dublin, San Ramon, and the Town of Danville) <br />sending twenty-four letters and attending several meetings with State Legislators and <br />key Legislative Committee staff to advocate for the City of Pleasanton and Tri -Valley <br />Cities legislative positions. <br />September 10, 2021 marked the last day for the State Senate and State Assembly to <br />pass a bill, and October 10, 2021, was the last day for the Governor to sign or veto a <br />bill. The Governor signed over thirty housing bills into law. Among these, there are <br />seven key housing bills that staff have identified as being of greatest interest or having <br />an impact on Pleasanton and are outlined in this report. <br />RECOMMENDATION <br />Receive an overview of the 2021 State Legislative session and key housing related bills <br />signed into law. <br />FINANCIAL STATEMENT <br />There is no financial impact. <br />
