data points with respect to households, employment and jobs in Pleasanton, relationship <br />between wages and affordability; and for additional information on ADUs. Comments <br />were also made to expand discussion of some housing constraints, such as permitting <br />and fees; and specific suggestions for additional programs to be included. An overarching <br />theme of the comments from these two commenters was the need for the Housing <br />Element to better address the jobs -housing balance, to meet both housing and <br />environmental goals. <br />Of note, one comment letter noted a statistic cited in the Housing Needs Assessment <br />(Appendix A to the Draft Preliminary Report) concerning the proportion of individuals both <br />living and working in Pleasanton, which stated that, "only eight percent of people <br />employed in Pleasanton also live in the city" and comparing it to data cited in prior <br />Housing Elements. Staff provided the Planning Commission a supplemental memo <br />(Attachment 5), which clarified the data to note that the eight percent figure is the <br />proportion of total jobs in Pleasanton held by local residents; compared to the proportion <br />of employed local residents, who also work in Pleasanton (15 percent). This latter number <br />has been cited most often in prior Housing Elements, but both figures indicate a relatively <br />small proportion of people who both live and work in Pleasanton. <br />Housing Commission and Planning Commission Comments <br />The Housing Commission reviewed and discussed the Draft Preliminary Report on <br />September 16, 2021; and the Planning Commission on September 22. Additional <br />information and clarifications to the Preliminary Report requested by each Commission <br />are summarized in Attachment 2, and include: <br />• Better description of homelessness in Pleasanton. <br />• Information on how Lower -Income Housing Fees have been spent/allocated in the <br />past. <br />• Data on the unit mix (number of bedrooms) constructed in all housing projects <br />developed in the last cycle. <br />• Additional information on employment/employed residents in Pleasanton, <br />including: <br />- Characteristics of employment and employed residents in Pleasanton, <br />particularly those that work in the technology industry <br />- Data on where Pleasanton residents work and length of their commutes <br />- Additional data on where employees working within Pleasanton reside <br />- Comparison of Pleasanton's statistics for the number of jobs held by local <br />residents, and for employed residents working locally to other nearby cities <br />with large employment centers, such as San Ramon and Walnut Creek <br />A common theme from public comments and those from Commissions, was a desire to <br />understand more about local employment trends and commute patterns, as well as <br />receive information on recent trends in housing production and regarding homelessness. <br />Page 9 of 13 <br />
