However, Pleasanton has a lower proportion of cost -burdened <br />households compared to the county. <br />• Renter households are more likely to be living in overcrowded conditions than <br />owner -occupied households. Although Pleasanton has a lower rate of <br />overcrowding compared to the region, about 7 percent of renter households live in <br />overcrowded conditions. <br />• Half of Pleasanton's population is White, 34.6 percent Asian, 9.5 percent Latinx, <br />and 1.8 percent African American. People of color comprise a lower proportion of <br />Pleasanton's population compared to the Bay Area. African American residents <br />experience the highest rates of poverty in Pleasanton. <br />• Pleasanton's median age is 41 years, higher than the county (38 years). Seniors <br />(65 years and above) make up almost 15 percent of the population. Out of the total <br />senior population, approximately one-third is cost -burdened. Seniors are a special <br />needs group because they are more likely to be on a fixed income while requiring <br />higher levels of care. <br />• Pleasanton's special housing needs population includes persons with a disability <br />that may require accessible housing (7.0 percent of residents) and female -headed <br />households who are often at greater risk of housing insecurity (6.9 percent of <br />households). <br />• Pleasanton has 2,291 large households (five or more people), which are generally <br />served by three-bedroom or larger units. Pleasanton has 20,442 units that are <br />three-bedroom or larger units, which is adequate to accommodate the number of <br />larger families in the City. <br />• Pleasanton is a net importer of workers for jobs at all wage levels. Only 8 percent of <br />the total jobs in Pleasanton are occupied by workers who also live in Pleasanton. <br />This data point is slightly different than the percentage of employed residents who <br />also hold jobs in Pleasanton, which has ranged from 22.9 percent in 2002 to 15.2 <br />percent in 2018. Although the 2018 data point reflects a substantial decline since <br />2002, the 2018 number is an improvement from the lowest percentage seen (in <br />2010), when the proportion of Pleasanton's workforce employed locally was 13.7 <br />percent. The increase in daytime population participating in the labor force can <br />impact traffic congestion in the city. <br />• Over 70 percent of Pleasanton's housing stock is single-family (attached and <br />detached); however, multi -family housing of five or more units has experienced the <br />most growth over the last decade. A variety of housing types is important to meet <br />the needs of all members of the community. <br />2 Overcrowding occurs when the number of people living in a household is greater than the home was <br />designed to hold. There are several different standards for defining overcrowding, but the Preliminary <br />Report uses the U.S. Census Bureau definition, which defines overcrowding as more than one occupant per <br />room (not including bathrooms or kitchens). The Census Bureau considers units with more than 1.5 <br />occupants per room to be severely overcrowded. <br />Page 5 of 13 <br />
