The Census Bureau provides the following definitions for these disability types: Hearing <br />difficulty: deaf or has serious difficulty hearing. Vision difficulty: blind or has serious difficulty seeing even with glasses. Cognitive <br />difficulty: has serious difficulty concentrating, remembering, or making decisions. Ambulatory difficulty: has serious difficulty walking <br />or climbing stairs. Self-care difficulty: has difficulty dressing or bathing. Developmental disabilities are defined as severe, chronic, and <br />attributed to a mental or physical impairment that begins before a person turns 18 years old. This <br />can include Down's Syndrome, autism, epilepsy, cerebral palsy, and mild to severe mental <br />retardation. Some people with developmental disabilities are unable to work, rely on <br />Supplemental Security Income, and live with family members. In addition to their specific housing <br />needs, they are at increased risk of housing insecurity after an aging parent or family member is <br />no longer able to care for them. <br />In Pleasanton, of the population with a developmental disability, children under the age of 18 <br />make up 57.4 percent, while adults account for 42.6 percent. <br />Housing Needs Assessment City of Pleasanton I A-27 <br />
