There are several different standards for defining overcrowding, but this <br />report uses the Census Bureau definition, which is more than one occupant per room (not <br />including bathrooms or kitchens). Additionally, the Census Bureau considers units with more than <br />1.5 occupants per room to be severely overcrowded. <br />Overcrowding is often related to the cost of housing and can occur when housing demand in a <br />city or region is high. In many cities, overcrowding is seen more amongst those that are renting, <br />with multiple households sharing a unit to make it possible to stay in their communities. In <br />Pleasanton, 3.1 percent of households that rent are severely overcrowded (more than 1.5 <br />occupants per room), compared to 0.2 percent of households that own (see Figure A-12). In <br />Pleasanton, 4.1 percent of renters experience moderate overcrowding (1 to 1.5 occupants per <br />room), compared to 0.4 percent of households that own. <br />A-16 1 City of Pleasanton Housing Needs Assessment <br />
