In addition to the above, the Planning Commission has also expressed interest in receiving additional information on the economics of housing development and affordable housing, including how projects are funded and financed, and factors affecting project feasibility such as density, unit mix, and affordability requirements. Staff is investigating conducting a focused meeting or workshop on this topic, potentially as part of the policy discussions beginning early next year. NEXT STEPS Since the September 21, 2021, City Council meeting in which the City Council finalized the sites selection criteria, staff and the consultant team have been finalizing work to confirm the estimated "gap" to be addressed with zoning of new sites, and to compile a list of prospective sites based on property owner interest and other sources, so that initial analysis can be completed. Meetings to review and solicit input on the initial sites list will be held with the Housing Commission and Planning Commission in October and November. A community meeting will also be held in early November and is expected to be run in conjunction with an on- line tool to allow for the public and others to provide feedback on the inventory, outside of the meeting itself. Staff expects to present the Planning Commission's recommendation to the City Council for review in November and December, with the goal of determining the appropriate list of sites to be carried forward into the required California Environmental Quality Act (CEQA) analysis for the project in early 2022. CONCLUSION Staff is recommending that the City Council review and provide input on the selected sections of the draft Preliminary Report for the 2023-2031 (6th Cycle) Housing Element Update as presented in Attachment 1, including any refinements or clarifications. In addition, staff is seeking the City Council's input regarding other refinements or additions to the Housing Elements Goals, Policies and Programs list to be brought back at a later date for discussion, including items for more in-depth policy discussion.
