In addition to the above, the Planning Commission has also expressed interest in <br />receiving additional information on the economics of housing development and affordable <br />housing, including how projects are funded and financed, and factors affecting project <br />feasibility such as density, unit mix, and affordability requirements. Staff is investigating <br />conducting a focused meeting or workshop on this topic, potentially as part of the policy <br />discussions beginning early next year. <br />NEXT STEPS <br />Since the September 21, 2021, City Council meeting in which the City Council finalized <br />the sites selection criteria, staff and the consultant team have been finalizing work to <br />confirm the estimated "gap" to be addressed with zoning of new sites, and to compile a <br />list of prospective sites based on property owner interest and other sources, so that initial <br />analysis can be completed. <br />Meetings to review and solicit input on the initial sites list will be held with the Housing <br />Commission and Planning Commission in October and November. A community meeting <br />will also be held in early November and is expected to be run in conjunction with an on- <br />line tool to allow for the public and others to provide feedback on the inventory, outside of <br />the meeting itself. Staff expects to present the Planning Commission's recommendation <br />to the City Council for review in November and December, with the goal of determining <br />the appropriate list of sites to be carried forward into the required California <br />Environmental Quality Act (CEQA) analysis for the project in early 2022. <br />CONCLUSION <br />Staff is recommending that the City Council review and provide input on the selected <br />sections of the draft Preliminary Report for the 2023-2031 (6th Cycle) Housing Element <br />Update as presented in Attachment 1, including any refinements or clarifications.
