Mayor Brown closed public comment. Mayor Brown stated this will be one of many meetings conducted along with the City of Livermore. She noted she spoke with the Mayor of Livermore on this topic and expects to continue until they can reach an agreement that residents feel comfortable with. Councilmember Balch expressed support for the staffs recommendation. He requested additional noise information. He recommended removing leaded fuel as quickly as possible from the airport offerings and hopes to resurrect the Livermore-Pleasanton Liaison Committee. Councilmember Arkin expressed support for staff's recommendation and concurred with resurrecting the Livermore-Pleasanton Liaison Committee. She is in favor of new technology to track the flight paths and notify any violators if possible. She recommends advocating for more training and education to all the tenants that come into the Livermore Airport regularly. She recommended the Livermore Airport update its website to reflect the apps that track and identify flights. She requested staff investigate if the names of those who have complained about the noise have been broadcast to social media. She would like to see a voluntary curfew included in the KaiserAir agreement. She concurred with Councilmember Narum to advocate with the City's legislators. In response to Councilmember Testa, Assistant City Manager Dolan explained the Livermore- Pleasanton Liaison Committee never got off the ground. He reported this is the first public meeting conducted on this topic and confirmed there have not been any Livermore-Pleasanton Liaison Committee meetings, but they have been requested. Councilmember Narum believes the single event noise data will be the key to understanding what is happening. She expressed support for staff's recommendations and would like to see the Mayor and City Council send a letter to the Livermore Mayor and City Council asking to reconvene the Livermore- Pleasanton Liaison Committee to talk about restricting flight hours for KaiserAir in their conditions of approval, removing leaded fuel, flight tracking applications, and CEQA. She also recommends having a conversation about the legislative element and have the two Mayors schedule a meeting with Congressman Swalwell to see if he might consider supporting or helping on this issue. Mayor Brown expressed support for removing leaded fuel from the airport. She would like to see the City of Livermore institute a permanent noise monitor to include locations but also provide flight tracking information to correlate those high noise activities with specific aircraft on flight data because it is seen often. She noted this will help identify violators who need to be addressed. She expressed support for limiting hours of operations and limiting the number of flights. Mayor Brown reported the item will come back at which time staff will provide more information. Mayor Brown recessed the meeting at 8:13 p.m. and resumed the meeting at 8:18 p.m. 17. Provide City Council policy direction regarding Weekend on Main Street Closure Program Deputy City Manager Ott provided a brief overview of the Weekend on Main Street Closure Program initiated in 2020 in response to the pandemic based on a recommendation from the Pleasanton Downtown Association (PDA). The City closed all of Main Street from Del Valle Parkway to Bernal Avenue and Neal and East Division Streets to be more equitable for all the merchants. PDA's recommendation for 2021 was to begin April 30 and end on Labor Day every weekend from Friday through Sunday with the same footprint. It was intended to build on the community enjoyment of the pedestrian experience, support restaurants during the spring and summer when they are their peak, and support retailers during the fall into the holiday season.
