42. DESIGN PER CITY STANDARDS: All public improvements shall be designed in <br /> compliance with the City Standard Specifications and Details in effect at the time of the <br /> issuance of the encroachment, grading, or subdivision permit, whichever occurs first. <br /> 43. CONDITIONS OF APPROVAL: The Conditions of Approval shall be depicted on a plan <br /> sheet(s) in the improvement plans. <br /> 44. GEOTECHNICAL CONSULTANT— DESIGN CERTIFICATION: The applicant shall <br /> comply with the recommendations of the project geotechnical report. The applicant's <br /> California licensed geotechnical engineer shall review and approve all foundation, <br /> retaining walls, drainage and geotechnical aspects of the final grading and improvement <br /> plans and shall certify on the plans or as otherwise acceptable to the Director of <br /> Engineering/City Engineer that the plans are in general compliance with the <br /> recommendations of the project geotechnical report. The applicant shall bear all costs for <br /> work related to this condition by their geotechnical engineer. <br /> 45. IMPROVEMENT PLANS: The applicant's California licensed civil engineer shall prepare <br /> improvement plans that include the plan and profile of all proposed streets; typical and <br /> special cross sections; existing and proposed sanitary sewer storm drain, and water <br /> improvements; grading; curb ramps, sidewalk, and driveways; subdrains; fire hydrants; <br /> street lights; repair or replacement of deficient frontage improvements; construction of <br /> frontage improvements; flood zone limits; seismic fault zone limits; existing and proposed <br /> easements; existing and proposed lot lines; storm water pollution control plan; storm <br /> water management plan; and other details as determined by the Director of <br /> Engineering/City Engineer. <br /> 46. DUST CONTROL PLAN: The applicant shall submit a written dust control plan or <br /> procedure with the first submittal of the grading and improvement plans to the <br /> Engineering Department subject to the review and approval of the Director of <br /> Engineering/City Engineer. <br /> 47. EXISTING PAVEMENT FRONTING THE DEVELOPMENT: The applicant's California <br /> licensed civil engineer shall examine the structural section of the existing street(s) <br /> fronting the development and submit a summary with the first submittal of the <br /> improvement plans. The summary shall include the civil engineer's findings and an <br /> opinion of the sufficiency of the existing pavement to support the post-project traffic <br /> demand. If the opinion concludes the existing pavement is insufficient to support the post- <br /> project traffic demand, the civil engineer shall submit a recommendation in the summary <br /> to reconstruct or rehabilitate the existing pavement. The recommendation shall be subject <br /> to the review and approval of the Director of Engineering/City Engineer. If the opinion <br /> concludes the existing pavement is sufficient, the applicant shall apply a slurry seal <br /> treatment on (insert street name and describe limits of the slurry seal) after the <br /> completion of utility undergrounding and frontage improvements and prior to the City <br /> Council's acceptance of public improvements. <br /> 48. CURB AND GUTTER: The applicant shall construct vertical Portland cement concrete <br /> (PCC) curb and gutter on proposed public streets within this development in compliance <br /> with the City Standard Specifications and Details in effect at the time of the issuance of <br /> P21-0076&PUD-141 City Council <br /> Page 8 of 16 <br />
