BACKGROUND <br /> In 2009 the Fair Political Practices Commission (FPPC) adopted a regulation requiring <br /> that public agencies (cities, counties, districts, etc.): (a) adopt a written policy that <br /> identifies the public purpose for tickets to entertainment events, sporting events, and <br /> passes that are distributed to public officials; and (b) publicly report such ticket <br /> distribution.' The City adopted the required Policy for Distribution of Event Tickets by <br /> Resolution No. 09-326, and the City Manager's Office and City Clerk's Office have <br /> publicly posted the required distribution information. <br /> The FPPC has subsequently updated its regulation to expand the persons who may <br /> use such public agency provided tickets and passes. Originally, use was limited to the <br /> public official and immediate family (defined as a spouse and dependent children). <br /> Now the regulation has been amended to include a guest of the public official. <br /> Another amendment to the regulation is to extend the time required to publicly <br /> disclose the distribution of tickets from 30 days to 45 days.
