Item 4
THE CITY OF AGENDA REPORT
— o W." CITY COUNCIL AND BOARD OF TRUSTEES
PLEASANTON. JOINT MEETING
September 30, 2021
TITLE: DISCUSSION REGARDING STUDENT RESOURCE OFFICER PROGRAM
AND DRAFT MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY
OF PLEASANTON AND PLEASANTON UNIFIED SCHOOL DISTRICT
RECOMMENDATION
1. Accept report on the current status of the School Resource Officer (SRO) program
2. Provide input on the SRO Memorandum of Understanding (MOU)
SUMMARY
This report provides a status update and information on multiple aspects of the SRO program
to include the proposed MOU between Pleasanton Unified School District (PUSD) and the
City of Pleasanton.
BACKGROUND
Following the death of George Floyd, the community of Pleasanton gathered to voice
opposition to police brutality at a protest and rally on June 5, 2020. In response, the City
Council hosted several special meetings to listen to and engage with the community on
policing in Pleasanton. During these sessions, community members expressed a desire to
understand the purpose of the School Resource Officer program and its role in the
Pleasanton community. The City of Pleasanton/PUSD liaison committee discussed the
attached MOU at several meetings and at its September 14, 2021, meeting the committee
requested edits and provided direction that the MOU be presented to the Joint Meeting of the
City Council and PUSD Board of Trustees for consideration. City and School District staff
worked in a collaborative effort to address the requested edits by the committee which
resulted in the MOU document in Attachment 1.
DISCUSSION
The City of Pleasanton has a rich tradition of partnership with the Pleasanton Unified School
District. Through this partnership, three full-time police officer positions are provided to the
multiple K-12 campuses to enhance school safety, strengthen the relationship between youth
and law enforcement, and enhance education centered on making better life decisions in the
present and future through the SRO and DARE programs.
