She stated the State <br /> recognized that the City should determine the most appropriate locations for housing. <br /> Chair Brown stated the State was not auditing the process, rather the sites and targets by <br /> criteria. Ms. Clark explained that a site within a transit station with existing zoning could be <br /> eligible for certain concessions under state law. <br /> Commissioner Pace stated he was disinclined to include ACE unless necessary to satisfy <br /> RHNA. <br /> Chair Brown mentioned Commissioner Allen's request for 3-5 points for BART and asked <br /> whether Criteria 2a, 2b, and 2c together would provide three points. Ms. Clark explained that <br /> 2c. was related to bus rather than BART, therefore, the Commission would have to add <br /> another BART-specific criteria for extra credit for proximity to BART. Ms. Hagen clarified that <br /> anything within a third of a mile from the Dublin/Pleasanton BART station received some credit <br /> because there was a bus stop as the BART that qualified for Criteria 2c and 2d. <br /> Commissioner Allen concurred with Commissioner's Pace suggestion to include anything <br /> within a quarter of a mile of BART. She requested efforts to keep traffic on the perimeter of the <br /> City and suggested adding a new criterion 2g)' for being within three-quarters of a mile from a <br /> freeway onramp. City Traffic Engineer Mike Tassano provided an example of a quarter mile <br /> distance at JDEDZ and that it would likely not capture many additional sites dues to the typical <br /> parcel/ROW conditions around freeways ramps. Conversely, he stated three quarters of a <br /> mile was a very large distance. He explained why the transit stop was reduced. Commissioner <br /> Allen asked if the Commission thought there should be two criteria for BART proximity, <br /> one-third and two-thirds of a mile, or one-half and three-quarters of a mile. <br /> Chair Brown stated he did not feel strongly enough that two additional points were necessary. <br /> Commissioner Gaidos proposed three-quarters of a mile for 2a) and a mile and half for 2b). Mr. <br /> Tassano referenced the proposed distances and reasoning for the proposed criteria. <br /> Commissioner Gaidos stated Pleasanton BART stations straddle two different cities. <br /> Commissioner Gaidos was in favor of two points for proximity to freeway onramps. <br /> Commissioner Morgan stated he wanted to add more emphasis for proximity to BART. <br /> Commissioner Nibert mentioned earlier discussion about transit stops within one mile of a <br /> freeway onramp being coincident with BART distance criteria and felt that was sufficient and it <br /> should not be overweighted. Ms. Hagen clarified that only the East Dublin/Pleasanton BART <br /> Station qualified for `3c).' Ms. Clark suggested focusing on the BART station itself and perhaps <br /> a one-third mile radius as a compromise. Three Commissioners concurred with staff's <br /> suggestion, by straw vote. <br /> Sites Criteria (Categories 3) — Proximity to Services and Amenities <br /> Commissioner Allen asked about adding a point for sites near major job centers. Ms. Clark <br /> explained that the data to determine employment numbers for a job center or business park <br /> would be difficult to obtain, and thus did not recommend its inclusion. Ms. Clark stated the survey questions offered the opportunity to comment <br /> on preferred and specific locations. Chair Brown suggested the survey results be provided <br /> prior to final decisions. Ms. Clark suggested the criteria be determined based on guiding <br /> principles and the survey results would be available well before the matter comes back before <br /> the Planning Commission.
