He requested the City address these topics as one <br /> item at the next City Council meeting. <br /> Mayor Brown closed public comment. <br /> Mayor Brown advised there are two parts to this agenda item. <br /> Councilmember Narum noted the City needs to be mindful of the retailers that provide a service and not <br /> just a restaurant. She would like the pop-ups to continue through the end of the year and to direct staff <br /> to work with the PDA and the restaurants to review aesthetics, size, and safety. She would like for <br /> restaurants to have to stay within the confines of the parking spaces directly in front of their restaurant. <br /> She believes some of the pop-ups need to be scaled down after Labor Day so there is room for the <br /> parades and other retailers. <br /> Councilmember Arkin noted the pop-up program has been extremely successful and has been enjoyed <br /> by many residents of Pleasanton. She also noted it has impacted non-restaurant retailers. She <br /> expressed concern about extending it through the end of the year and advised she would support it <br /> through the end of October. She moved to end the temporary pop-up program on October 31. <br /> In response to Councilmember Testa, City Attorney Sodergren explained if the City Council would like <br /> to extend Weekend on Main it should be noticed and agendized for discussion. <br /> Councilmember Testa noted the City Council supports all of Pleasanton's retail establishments. She <br /> would like to see the energy on Main Street continue and would like uniform guidelines put into place <br /> around aesthetics. She expressed support for extending the pop-up until the end of the year. She would <br /> also like a further discussion regarding Weekend on Main. She moved to amend the current motion to <br /> extend the pop-ups through the end of the year to allow for the establishment of guidelines. <br /> City Attorney Sodergren recommended determining if there is a second to the original motion and if not, <br /> see if there is a second on the amended motion. <br /> Councilmember Balch expresses support for the pop-up program through the end of the year. He would <br /> like to see the vibe and energy of downtown continue. He noted that although there have been valid <br /> comments, he thinks it is premature to shut down outdoor dining. He believes the pop-up should be <br /> constrained to the width of the parking T which would allow more roadway. <br /> Mayor Brown noted Councilmember Arkin's original motion failed due to a lack of a second. <br /> Councilmember Narum moved to extend the pop-up program for the restaurants through the end of the <br /> year and requested staff to review the pop-ups for aesthetics, size, and safety. She would like to see <br /> the pop-ups be constrained within the parking T directly in front of their restaurant. <br /> Councilmember Testa agrees with the motion except for the size piece and would like to see some <br /> flexibility there. Councilmember Narum advised the City needs to be sensitive to the retailers as well. <br /> Councilmember Narum amended her motion to include "size consistent with their frontage on Main <br /> Street". Councilmember Testa seconded the motion. <br /> In response to Councilmember Testa, City Manager Fialho advised staff has concerns regarding the <br /> pop-ups operating during the winter and introducing them to the parades in their current configuration. <br /> He expressed concern for the health and safety of the pop-ups themselves and noted some of them are <br /> falling apart and are not substantial. He also expressed concern for the sanitation of the street.
