Councilmember Arkin expressed support for the item and noted it will help the City in achieving its <br /> climate action goals. She expressed support for the partners including the Go Green Initiative and looks <br /> forward to participating in their webinar. She agrees with incentivizing the program and hopes the <br /> community education will help in that respect. <br /> Mayor Brown explained SB 1383 is also addressing food insecurity and noted this program will take <br /> food from grocery stores that are at or near their sell-by date and donate it to food-insecure residents in <br /> Pleasanton. She noted the City will need to find an entity that is willing to check garbage cans. She <br /> expressed support for incentivizing the program. She thanked Ms. Griffith and Bob Hilton from HF&H <br /> Consultants. She expressed support for permitting full trash enclosures in commercial parking lots. <br /> MOTION: It was m/s by Testa/Narum to adopt an Action Plan to comply with SB 1383 to reduce <br /> organic materials diverted to landfills. Motion passed by the following vote: <br /> Ayes: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> 19. Consider timing for phasing out of temporary pop-ups, and provide policy direction on long-term <br /> Parklet Program <br /> Mayor Brown elected to hear all items in agenda order and reminded City Council there is a closed <br /> session immediately following the City Council meeting this evening. <br /> Director of Community Development Ellen Clark reported the item is to consider the timing for the end <br /> of the Temporary Pop-Up Program that is offering outdoor dining opportunities within the public right-of- <br /> way and whether the City should consider developing a longer-term program. <br /> Director Clark provided a brief overview of the Temporary Pop-Up Program that provided flexibility and <br /> relief during COVID for businesses with limited indoor capability. The program allowed individual <br /> business to apply for a permit to erect barricades, covers, and seating to provide extended outdoor <br /> dining opportunities. She noted the City did not apply a lot of rules and regulations around the pop-ups <br /> and mainly focused on placement, size, basic safety considerations, fire concerns, and traffic <br /> protection. 20 businesses received pop-approval in downtown and 50 citywide. <br /> Director Clark reported the current program allows for pop-ups to be in place through the end of the <br /> Weekend on Main program on September 6, 2021. The State of California Department of Alcoholic <br /> Beverages Control (ABC) has allowed for an extension of their relaxed regulations around licensing <br /> areas. Staff recommends staying with the September 6, 2021 end date and not extending beyond <br /> October since it is the beginning of the holiday season which includes parades and holiday events. <br /> Additionally, it is the prime retail season and the demand for parking tends to increase. <br /> The second part of the item is to determine if the City Council would like to develop a longer-term <br /> Parklet Program for temporary outdoor dining in the public right-of-way. Parkiets are generally built-in <br /> public parking spaces typically occupying 2 to 3 spaces and are built on platforms flush to the sidewalk <br /> for greater accessibility and safety. Drawbacks include reduced parking supply, a required program to <br /> manage and maintain permits, and City investment. <br /> A Long-Term Parklet Program would need to be developed to include several parameters including <br /> location, design and operational parameters, public versus private use, and quantity. Director Clark <br /> noted the most important piece is public versus private use and noted most parklets were mainly public. <br /> Pop-ups were typically dedicated to a business. Staff's recommendation not to implement a long-term <br /> parklet program currently due to equity concerns, parking impact, and complexity for administration. <br /> City Council Minutes Page 6 of 14 July 20, 2021 <br />
