Policy 8 of the Land Use Element: "Preserve and enhance the character of existing <br />residential neighborhoods," and goes on further to state, "Program 8.2: Use the City's <br />development review procedures to minimize intrusions into existing neighborhoods." <br />b. Program 8.2 of the Open Space and Conservation Element: "Retain the scenic attributes <br />of existing (1-680) and proposed scenic highways (1-580 and State Route 84) including views <br />of woodlands, hills, ridges, valleys, and grazing lands." <br />c. Policy 3 of the Community Character Element: "Maintain the scale and character of the <br />historic Downtown and surrounding residential areas, "and goes on further to state, "Require <br />the height, mass, setbacks, and architectural style of new buildings to reflect the unique <br />character and pedestrian scale of the Downtown, as exemplified in the Downtown Design <br />Guidelines" (which states new buildings shall generally be 1 to 2 stories high ...3 story <br />buildings may be allowed on a case-by-case basis subject to special design criteria). <br />d. Policy 17 of the Community Character Element: "Maintain, enhance, and protect the <br />quality, character, and distinctiveness of residential neighborhoods." <br />e. Policy 19 of the Community Character Element: "Require that design of new residential <br />development in hillside areas complement the natural appearance of the open space." <br />f. Policy 20 of the Community Character Element: "Preserve scenic hillside and ridge <br />views, and other natural features in the hills." <br />Footnote 2. General Plan policies related to Development/Sustainability: <br />a. Policy 1 of the Public Safety Element: "Restrict development in areas prone to seismic <br />safety hazards, " then goes on further to establish minimum setbacks of 50 or 100 feet from a <br />fault line or fault trace in Programs 1.2 and 1.3." <br />b. Program 20.3 of the Public Safety Element: "Prohibit residential uses within the <br />Livermore Municipal Airport Protection Area." <br />c. Goal 8 of the Open Space and Conservation Element: "Promote agricultural production <br />in accordance with sensitive environmental management practices and to preserve <br />agricultural uses," and goes on further to state, Policy 11: "Reserve all areas designated on <br />the General Plan Map as Agriculture and Grazing for the protection of this resource." <br />d. Program 6.7 of the Open Space and Conservation Element: "Continue to restrict private <br />development in areas designated as Public Health and Safety and Wildlands Overlay to a <br />single-family home on existing lots of record as of September 16, 1986." <br />e.
