THE CITY OF <br />i <br />i <br />PL.£�S�4NTONm <br />zo <br />CITY COUNCIL AGENDA REPORT <br />September 21, 2021 <br />Community Development <br />TITLE: REVIEW AND APPROVE THE FINAL HOUSING SITES SELECTION <br />CRITERIA FOR THE 6TH CYCLE (2023-2031) HOUSING ELEMENT <br />UPDATE AND RECEIVE THE HOUSING ELEMENT COMMUNITY SURVEY <br />SUMMARY REPORT <br />SUMMARY <br />Work is proceeding on the 6th Cycle (2023-2031) Housing Element Update which, among <br />other components, will include an updated inventory of sites that can accommodate the <br />City's Regional Housing Need Allocation (RHNA). Based on a preliminary evaluation of <br />the capacity of existing sites zoned for residential development, there will be a need to <br />identify additional locations for future re -zoning to allow for residential use, including sites <br />suitable for both lower-income and market -rate housing. As an initial step in the sites <br />inventory process, staff is seeking an approval from the City Council on a final list of <br />criteria to be used to help objectively evaluate and rank potential sites, with the goal of <br />creating a refined list of sites that will be analyzed as part of the environmental review <br />phase of the project. The sites criteria and overall sites selection process is proposed to <br />follow a similar framework as was used in the 4th Cycle Housing Element, taking the <br />criteria used in this previous cycle as a starting point, and updating and refining it as <br />needed for the 6th Cycle process. <br />In addition to the above, this report provides a summary of community outreach to date <br />including a synopsis of: (1) responses submitted to the community -wide survey; (2) <br />feedback provided at the June 24th community meeting; and (3) comments shared by <br />stakeholders. Next steps in the Housing Element update process are also outlined. <br />RECOMMENDATION <br />1) Receive and approve the final housing sites selection criteria for the 6th Cycle (2023- <br />2031) Housing Element Update; and <br />2) Receive the Housing Element Community Survey Summary Report, and community <br />outreach summaries. <br />FINANCIAL STATEMENT <br />There is no financial impact anticipated as a result of this initial discussion. The majority <br />of the cost of the update will be paid by approved grant funding (LEAP and REAP grant <br />programs) with the remainder to be paid by the Lower Income Housing Fund, as <br />approved in conjunction with the professional service agreements approved by the City <br />Council on March 16, 2021. <br />
