applied. She stated the project could likely be completed more economically if the City <br />reimbursed the applicant. Mr. Tassano stated it would be difficult for the City to complete a CIP <br />project since it was not on the two-year plan. Ms. Harryman reiterated the requirement to pay <br />prevailing wage and consensus that the goal was to complete the sidewalks as soon as <br />possible. <br />Commissioner Gaidos agreed that constructing the sidewalk and even widening Dennis Drive <br />at the same time made sense. He suggested changing the rolled sidewalks to square <br />sidewalks. <br />Commissioner Nibert agreed with Mr. Tassano's suggestion to uncouple the sidewalk <br />improvements with the CIP, from both a timing and economic standpoint. He thought the <br />sidewalk would be constructed sooner if done ahead of the CIP. He inquired about the <br />warranty bond and whether it would include the sidewalk and roadway widening. Ms. Amos <br />confirmed the bond covered the sidewalk and widening improvements. He expressed concern <br />regarding the timeliness of certain conditions, noting the conditions did not mention timing of <br />when the sidewalk would be constructed, which should be included in the Commission's <br />recommendation to City Council. He inquired about construction cutting through the <br />neighboring Finn property landscaping. Ms. Amos explained that Mr. Finn's landscaping <br />encroached into the subject property but was confident all owners could work together to <br />determine a solution. <br />Commissioner Pace stated his concerns related to safety were covered by previous <br />comments. <br />Commissioner Morgan stated the two subdivisions helped to extend the sidewalk. He stated <br />he was unclear as to the Commission's recommendation to Council regarding the importance <br />of timing of sidewalk construction. <br />Chair Brown asked about the Commission's potential recommendation to the Council. Ms. <br />Clark suggested the Commission's recommendation focus on completing the sidewalk gap <br />either by allocating funds or completion by the applicant in the near term. <br />Commissioner Morgan inquired about the CIP and two-year timeframe. Mr. Tassano explained <br />the annual concrete project would have to be adjusted to include 3520 Dennis Drive. Ms. Clark <br />noted that it would be some time before the two projects would begin construction, making it <br />more likely the timing of construction could coincide with the City's CIP. <br />Chair Brown referenced the proposed residence on Parcel A and the circular turnaround and <br />curved driveways going to both sides of curb on Dennis Drive. He inquired if a driveway <br />access on a curve was a safety issue.
