EXHIBIT A <br /> Reservoir Cathodic System Inspection <br /> Bid#OSD 2021-605 <br /> UTILITIES - As-Needed Reservoir Cathodic System Inspection, <br /> Design and Repair <br /> (Required) <br /> SCOPE OF SERVICES <br /> The City is requesting an experienced licensed contractor to perform As-Needed Reservoir Inspection, <br /> Design, and Repair work under the direction of the Utilities Division. This work would be performed at <br /> any of the City's Potable Water Reservoirs located throughout the City. <br /> All contractors' employees shall comply with all Federal, State, and local laws and regulations governing <br /> the installation and testing of electrical equipment and components. All contractors' employees shall <br /> comply with all Operational Safety and Health Administration (OSHA) and City policies regarding the <br /> proper use of Lockout/Tagout procedures. <br /> The following outline provides a scope of work for the City's expectations regarding Reservoir Cathodic <br /> Inspection, Design & Repair work for Utilities Division: <br /> 1. GENERAL DESCRIPTION <br /> This specification describes the Work to be performed under this Solicitation. The City has 15 water <br /> storage facilities, which include both tanks and reservoirs,that require inspection and repair services over <br /> the course of the next three (3) years. The Contractor shall provide all labor, materials tools, <br /> instrumentation,and equipment to satisfactorily complete the Work. It is the intent of the City to schedule <br /> annual inspection and repairs of two (2) or three (3) potable water storage facilities annually. The City <br /> reserves the right to forgo inspection or repair based on operational needs or restrictions. Nothing in this <br /> Specification shall be interpreted as relieving the Contractor of the responsibility of meeting all applicable <br /> federal,state, and local codes and regulations. <br /> 2. City of Pleasanton FACILITIES <br /> The City has 15 potable water storage facilities with a cathodic protection system that protects the interior <br /> wetted surfaces of each tank. The cathodic protection system for each tank consists of either an impressed <br /> current cathodic protection(ICCP)system,or galvanic(sacrificial anode)magnesium anode rods with an <br /> anode junction (control) box with one (1) or two (2) permanent copper, copper-sulfate reference <br /> electrodes, and other related equipment. The rectifier/control box for each tank is located outside, near <br /> eye level. Inside the control box there are equipment and terminals for the anode,structure, and one(I)or <br /> two(2)reference electrodes.There is also a DC circuit current output resistor(rheostat),a battery-operated <br /> digital potentiometer and other related equipment. <br /> 3. SCOPE OF WORK <br /> The Cathodic protection systems for the 15 potable water storage facilities are to be restored to operate <br /> within manufacture specifications. The repairs and replacements needed are outlined in a full system <br /> analysis report that was completed in April 2021.
