THE CITY OF 13 <br /> L�£�S��NTON CITY COUNCIL AGENDA REPORT <br /> September 21, 2021 <br /> Operations Services <br /> TITLE: APPROVE AS-NEEDED SERVICE AGREEMENTS FOR UTILITIES — <br /> CATHODIC SYSTEM INSPECTION, DESIGN, AND REPAIR WITH <br /> ACCURATE CORROSION CONTROL INC., CORROSION INTEGRITY LLC, <br /> AND CORROSION PROTECTION SOLUTIONS FOR THE NOT-TO-EXCEED <br /> AMOUNT OF $300,000 FOR A THREE-YEAR TERM <br /> SUMMARY <br /> The City's Utilities Division is responsible for the operation and maintenance of 15 steel <br /> reservoirs throughout its service area. These steel reservoirs have cathodic protection <br /> systems that protects the interior surfaces of each tank. Though the tanks have an <br /> internal coating, these coatings do degrade over time and require inspection, <br /> maintenance, and repair. The City's steel tank cathodic systems are designed with an <br /> impressed current system where longer-lasting anode materials can be used in <br /> conjunction with an external power supply, or rectifier, which converts AC power to DC <br /> current. This system provides electrical current to the areas that are not being protected <br /> by the coatings and works to stop the corrosion cycle. The Utilities Division is requesting <br /> to enter into as-needed agreements with experienced licensed contractors to provide <br /> inspection, design, and repairs to the cathodic system of 15 steel reservoirs. Annually, <br /> contractors will be used for planned reservoir cathodic inspections per the Utilities <br /> Division schedule. If repairs are found to be needed during the inspections, repairs will <br /> be authorized by the Utilities Division. <br /> A Request for Bids for cathodic system inspection, design, and repair services was <br /> distributed on August 4, 2021. Three contractors were selected to provide as-needed <br /> cathodic system inspection, design, and repair services to ensure that the steel <br /> reservoir cathodic protection systems are routinely inspected and repaired to maintain <br /> proper operation. Staff recommends the City enter into a three-year agreement with an <br /> option to extend the agreement for two (2), one-year terms, not to exceed five years <br /> total with the following contractors: Corrosion Protection Solutions, Corrosion Integrity <br /> LLC, and Accurate Corrosion Control Inc. These as-needed services allow the City the <br /> flexibility to utilize the most competitively priced and responsive contractor as projects <br /> and emergencies arise. <br /> RECOMMENDATION <br /> Approve and authorize the City Manager to execute agreements with Corrosion <br /> Protection Solutions, Corrosion Integrity LLC, and Accurate Corrosion Control Inc. The <br /> compensation per agreement shall not-to-exceed $300,000 for the three-year term. <br />
