EXHIBIT A <br /> "Sewer&Storm Flushing&CCTV Services" <br /> Bid#OSD 2021-603 <br /> UTILITIES DIVISION <br /> SEWER & STORM FLUSHING & CCTV SERVICES <br /> (Required) <br /> SCOPE OF SERVICES <br /> The City is requesting an experienced licensed contractor to perform flushing and Closed-Circuit <br /> Television (CCTV) services of the sewer and storm lines for the Utilities Division and other City of <br /> Pleasanton Departments. This work would be performed at any of the City's sewer or stormwater <br /> infrastructure located throughout the City.The contractor will be utilized for planned and emergency work <br /> where Operations needs additional resources and to assist other City departments on projects. During the <br /> first year of the agreement the City's Engineering department is anticipating 8,200' of Storm Drain and <br /> 9,500' of sewer line will need to be cleaned and inspected for a future CIP project. <br /> All contractors' employees shall comply with all Federal, State, and local laws and regulations governing <br /> the installation and testing of electrical equipment and components. All contractors' employees shall <br /> comply with all Operational Safety and Health Administration (OSHA) and City policies regarding the <br /> proper use of Lockout/Tagout procedures. <br /> The following outline provides a scope of work for the City's expectations regarding"as-needed"flushing <br /> and CCTV work for Utilities Division and other City Departments: <br /> 1. Furnish all labor, materials, and equipment necessary to clean pipeline, inspect manholes and <br /> pipelines and provide a closed-circuit television inspection in digital format of the sewer & storm <br /> pipelines. The word "clean" is defined as the removal of all accumulations including sludge, dirt, sand, <br /> rocks, grease, roots, and other solid or semisolid material in the pipe and manhole. <br /> 2. The CONTRACTOR shall be solely responsible for traffic control. At a minimum, placement of <br /> adequate pre-warning and detour signs to control vehicular and pedestrian traffic shall be required. Certain <br /> arterial or commercial district streets may require night work. The contractor must submit traffic control <br /> plans for review a minimum of 48 hours before planned work. The traffic control plans will be reviewed <br /> by the City's Traffic Engineering Department. <br /> 3. If entry to confined spaces is necessary, the CONTRACTOR shall follow all appropriate local, <br /> state, and federal laws pertaining to confined space entries. Sanitary sewer and Storm manholes are <br /> considered confined spaces. Specific attention is directed also to Cal OSHA safety rules, regulations, and <br /> precautions to be taken by the Contractor before entering sanitary sewer and Storm manholes, and other <br /> sanitation structures with respect to physical and chemical hazards that may be present. <br /> 4. The CONTRACTOR shall protect the manholes to withstand forces generated by equipment, <br /> water, and air pressure. The CONTRACTOR shall clean the sewer and storm pipe of any obstruction and <br /> debris including roots <br /> 5. The CONTRACTOR shall perform a minimum of two(2)passes using the high-velocity hydraulic <br /> cleaning method. The contractor shall clean the line until the line is ready for closed-circuit television <br /> inspection that is acceptable to City.
