Reservoir Inspection,Cleaning& Repair <br /> Bid#OSD 2021-604 <br /> UTILITIES -As Needed Reservoir Inspection, Cleaning & Repairs <br /> (Required) <br /> SCOPE OF SERVICES <br /> The City is requesting an experienced licensed contractor to perform As Needed Reservoir Inspection, <br /> Cleaning & Repair work under the direction of the Utilities Division. This work would be performed at <br /> any of the City's Reservoirs located throughout the City. <br /> All contractors' employees shall comply with all Federal, State,and local laws and regulations governing <br /> the installation and testing of electrical equipment and components. All contractors' employees shall <br /> comply with all Operational Safety and Health Administration (OSHA) and City policies regarding the <br /> proper use of Lockout/Tagout procedures. <br /> The following outline provides a scope of work for the City's expectations regarding Reservoir Inspection, <br /> Cleaning & Repair work for Utilities Division: <br /> 1. GENERAL DESCRIPTION <br /> The City has 21 water storage facilities, which include both tanks and reservoirs, require inspection and <br /> cleaning services over the course of the next three (3) years. The Contractor shall provide all labor, <br /> materials tools, instrumentation, and equipment to satisfactorily complete the Work. It is the intent of the <br /> City to schedule cleaning of 3-5 potable water storage facilities and, inspection only of 3-5 potable water <br /> storage facilities annually. The City reserves the right to forgo cleaning or inspection based on operational <br /> needs or restrictions. Nothing in this Specification shall be interpreted as relieving the Contractor of the <br /> responsibility of meeting all applicable federal, state, and local codes and regulations. <br /> 2. City of Pleasanton FACILITIES <br /> The City has 20 potable water storage facilities and one recycled water storage facility located within its <br /> service area. Each facility shall be cleaned while full of water and out of service during the cleaning to <br /> avoid possible contamination due to accidents, procedural errors, and security breaches and to allow for <br /> verification of the absence of bacteriological activity. The City reserves the right to maintain the facility <br /> on-line during cleaning. In the event that the facility cannot be taken out of service,the City will maintain <br /> a positive flow into the facility as recommended by AWWA Standard C652-11. Due to emergency and <br /> fire storage requirements, only one facility shall be taken out of service at a time. <br /> 3. SCOPE OF WORK <br /> The scope of work, which is applicable to all City potable water storage facilities, includes the following <br /> principal items: <br /> A. Develop, submit, and implement the following: <br /> 1) Safety Plan, Safe Practices Manual <br /> 2) Material and Equipment Storage Plan <br /> 3) Emergency Response Plan <br /> 4) Site Security Plan <br /> 5) De-chlorination Procedure of Water Prior to Disposal <br /> 6) Filtration and Sediment Management Plan <br /> 7) Progress Schedule <br /> Rate Sheet <br /> Page 1 of 8 <br />
